'Bati na tayo ha': Shirtless man in viral video accepts Jonvic's apology after house visit

DILG Secretary Jonvic Remulla personally apologized to Jhony Lanquino during his visit at the latter's house in Barangay Addition Hills in Mandaluyong City. Lanquino's video went viral after he was apprehended for being shirtless while mixing cement in front of his house.
All’s well that ends well.
The controversy brought by the apprehension of a man for being shirtless while mixing cement in Mandaluyong City can now be put to rest after the Lanquino couple accepted the apology of Department of the Interior and Local Government (DILG) Juanito Victor “Jonvic’’ Remulla.
Jhony Lanquino received Remulla who visited their house in Barangay Addition Hills on Wednesday, April 15, over the public backlash received by the DILG and the police for alleged lack of common sense in implementing the local ordinances in Metro Manila, particularly for being topless in the community.
Inside the Lanquino home, Remulla took the blame solely for the misstep for failing to issue clever guidelines on how the “Safe Cities Initiative’’ should be enforced.
“Kasalanan ko kasi yan kasi hindi ko naklaro sa kanila kung ano talaga patakaran. Syempre, alam ko maraming nagtatrabaho dito. Mainit. Magtatanggal ka talaga ng t-shirt (Of course I was at fault since I failed to clear what really was the guideline),’’ Remulla admitted.
Admitting that no one was to blame but him, Remulla shielded the security and police officers from any liability since they were just too keen in implementing the initiative.
With around 200,000 residents in Barangay Addition Hills, Remulla insisted that the initiative should be strictly enforced with clearer guidelines to prevent any more unwarranted controversies in its implementation.
But, Remulla made it clear that men going shirtless without viable reasons will be fined, explaining that this will be enforced in all public places, even in secluded alleys.
“Basta nagtatrabaho, pwede (shirtless). Pero, yung mga tambay, lumalabas lang, naglalakad nang walang t-shirt, bawal yun (If working shirtless men are allowed. But those just hanging out topless outside, walking that’s prohibited),’’ Remulla asserted.
However, anything goes, even shirtless men roaming the streets may be allowed during special celebrations like fiestas, as long as no troubles or violent incidents transpire during these festivities.
During the conversation, Jhony Lanquino admitted being traumatized by the incident, telling Remulla he suffers from heart condition and hypertension.
To somewhat appease the couple and as a form of peace offering, Remulla offered to reimburse the cost of the tile fitting work which Jhony was working on when the incident occurred.
“Ni-reimburse natin kay kapitan. At saka binigyan ko ng kaunti para matapos yung tiles sa bahay (The cost was reimbursed to the barangay captain. I also gave a little amount to finish the tiling job in the house),’’ he added.
Norietta Lanquino was gracious in receiving Remulla, who despite his influential stature took time out to visit them and personally apologize.
With their new found celebrity status, Norietta proudly expressed that Remulla’s visit gained nationwide viewership on how the “Safe Cities Initiative” policy should be imposed.
