DILG Secretary Jonvic Remulla presents the names and photos of the three cadets in liquid sosa torture at the PNPA in a press briefing at Camp Crame in Quezon City on Monday, April 13, 2026.
It was a mix of anger and pity when Department of the Interior and Local Government (DILG) Secretary Jonvic Remulla finally saw the burns suffered by more than 20 cadets of the Philippine National Police Academy (PNPA) in a latest—and so far the most cruel— hazing incident in the institution ironically for future law enforcers.
The torture using a mixture of Liquid Soda and muriatic acid was so extreme that some of the victim cadets suffered burns from the entire back, down to anus, and even scrotum.
“They were subjected to extreme torture. They're undergoing medical treatment and psychological treatment. The injuries are not life-threatening but damage is too much,” said Remulla in a press briefing at Camp Crame in Quezon City on Monday, April 13.
“I also joined a fraternity in college… and what was done in this incident is the worst I have ever seen. This is a form of torture, and this is not acceptable,” he added.
The incident happened on April 3 involving three 3rd Class Cadets from Davao Oriental, Misamis Oriental and Quezon City.
The senior cadets allegedly mixed two strong chemicals being used in cleaning bathrooms and splashed and applied them to more than 20 lower class cadets.
And for Remulla, no person in his right mind would do and even think of such a cruel torture to fellow human being.
“I don't know what was on their mind but the act speaks for itself. It was brutal,” said Remulla.
“For you to do that, you already have barbarism in mind, a psychological problem,” he emphasized.
Of probe and punishment
Initially, three cadets were identified to be involved but Gen. Jose Melencio C. Nartatez, Jr., chief of the Philippine National Police (PNP), said four more cadets are being investigated for their possible involvement.
“So far, we have about seven cadets who are involved and soon they will be charged in courts as perpetrators,” said Nartatez.
Aside from the cadets, at least nine PNPA officials are also being investigated for possible lapses.
Both the cadets and PNPA officials will be investigated for criminal and administrative charges.
The PNPA officials that are being investigated, according to Nartatez, will be from the PNPA director down to tactical officers.
Culture of initiation
For Remulla, the culture of violence being imposed by upper class cadets to their underclassmen is an ego issue.
“Hazing is a function of ego. Hazing that's not make you a better police officer. Hazing does not make you more loyal to the PNP,” he emphasized.
Parang He said they will be crafting additional mechanisms to strengthen the reporting and monitoring system in the PNPA as preventive measures.
