State-owned Development Bank of the Philippines (DBP) has been named the top disbursement partner for the Pag-IBIG Fund’s digital payment initiatives, reinforcing the lender’s role in streamlining the financing pipeline for the nation’s housing sector.

The Pag-IBIG Fund, officially known as the Home Development Mutual Fund, conferred the Outstanding Disbursement Partner for Checkless Disbursement for Developers award on DBP during a ceremony at the Philippine International Convention Center in Pasay City.
The recognition highlights DBP’s performance in facilitating electronic fund transfers to housing developers, moving away from traditional paper-based check processing to accelerate the deployment of capital for residential projects.
DBP President and Chief Executive Officer Michael O. de Jesus said the bank’s partnership with the state housing agency is designed to broaden the reach of credit facilities, particularly for underserved communities.
He noted that the shift toward checkless disbursements aligns with the national government’s broader mandate to digitize fiscal transfers and improve the transparency of public fund movements. The bank’s electronic channels are intended to reduce operational friction for developers, who often face liquidity bottlenecks during the construction phase of mass housing projects.
The award underscores a pivot toward digital integration within the Philippine state-financial ecosystem. By utilizing DBP’s secure electronic platforms, Pag-IBIG has been able to settle obligations with developers more rapidly, which in turn supports the government’s goal of addressing a persistent housing backlog.
De Jesus emphasized that the bank’s priority thrusts are increasingly centered on providing the technological infrastructure necessary to support socialized and low-cost housing initiatives, which are seen as critical drivers of local economic activity.

The collaboration comes as the Philippine government seeks to bolster the construction sector through more efficient credit delivery systems. While interest rates and material costs remain key variables for the property market, the transition to digitized disbursement is expected to lower administrative costs for both the state and private contractors.
DBP, which serves as one of the primary development financing institutions in the country, continues to manage a significant portfolio of infrastructure and social service loans aimed at long-term capital formation.
