San Juan LGU to fine 'Safer Cities' violators up to P2,000

As part of the continued effort to strengthen peace and order in public places under the Department of the Interior and Local Government’s (DILG) Safer Cities initiative, violators apprehended in San Juan City may be fined between P500 and P2,000.
Mayor Francis Zamora said that those caught drinking in public places will be fined P1,000 for a first offense and may face 60 days of imprisonment or a fine, or both, at the discretion of the court for a second and succeeding offenses.
The ordinance covers public places such as streets, sidewalks, public basketball courts and facilities, parks and playgrounds, and other similar public areas.
However, the mayor noted that exceptions may be allowed if permission is granted by the local government, particularly during large-scale celebrations such as fiestas.
Meanwhile, those caught walking, jogging, or going out in public places while topless or half-naked will be fined P500 for a first offense and P1,000 for the second and succeeding offenses.
Zamora said the ordinance aims to maintain discipline, respect, and order in the community.
Those caught violating the ordinance prohibiting the use of videoke, karaoke, and other amplified audio devices beyond the permitted hours will face a fine of P1,000 for a first offense and P2,000 for a second and succeeding offenses.
Under this ordinance, loud music in public places beyond 12 midnight is strictly prohibited, as well as the use of such devices within 200 meters of schools, churches, hospitals, and health facilities, and in crowded areas where it may affect the peace and safety of others.
The ordinance is being amended to prohibit videoke and karaoke from 10 p.m. to 10 a.m., applying even to private homes if neighbors are disturbed. Exceptions are granted only to permitted establishments like malls or sports complexes where the activity does not directly affect nearby communities.
He added that any violation that disturbs the peace of residents will be immediately stopped and will be subject to appropriate fines.
“Ang pagpapatupad ng ordinansang ito ay hindi hadlang sa pagsampa ng kasong kriminal para sa mga paglabag sa batas, kabilang ang pagiging istorbo (nuisance) at iba pang kaugnay na krimen (The implementation of this ordinance does not prevent the filing of criminal cases for violations of the law, including nuisance and other related offenses),” he said.
Meanwhile, the parents or guardians of minors caught violating the curfew from 10 p.m. to 4 a.m. will be held responsible and will be required to pay the corresponding fines: P500 for the first offense, P750 for the second offense, and P1,000 for the third and succeeding offenses.
Zamora said the ordinance is currently being amended to ensure its proper implementation.
In accordance with DILG Memorandum Circular 2026-029, the following are not covered by the curfew restrictions: minors accompanied by their parents or guardians; those going to or coming from graduation ceremonies, church services, and other extracurricular activities of schools or organizations; individuals involved in emergencies or unforeseen circumstances beyond their control; those with authorized work and traveling to or from it; and minors inside vehicles accompanied by a parent or guardian.
