President Marcos has ordered the distribution of P8 billion to 42,000 barangays around the country, intended for educational, social, and economic projects.
Executive Secretary Ralph Recto said the program, which rolled out last March 24, provides villages P200,000 each to fund projects related to education, economic, social, and efforts to cushion the effects of the Middle East crisis.
"Direktang ibibigay ang suporta sa mga barangay. Utos ng Pangulo na palakasin sila sapagkat ang mga frontliners na ito ang pinakamalapit sa tao. Sila ang unang nakakakita ng problema. At sila rin ang dapat may kakayahang umaksyon agad (The support will be given directly to the barangays. The President has ordered that they be strengthened because these frontliners are the closest to the people. They are the first to see problems, and they should also have the capacity to act immediately)," Recto said.
According to Executive Secretary, 5,000 barangays received the grant during the “Bawat Barangay Makikinabang” program rollout.
The distribution to barangays must be completed before June 2026 and all funds must be utilized by the end of the year, Recto said.
Of the P200,000 fund, a barangay can spend half of it for projects enumerated in a menu.
It can be for street lights, patrol vehicles and security cameras to promote safety, or power generators to supply electricity to health centers and evacuation centers during disasters.
The other half will fund a “finisher program” for barangays residents who are college seniors so that their graduation will not be “derailed or delayed” by the economic disturbance caused by the Middle East crisis.
Under this program, up to 200,000 graduating college students will be saved from economic dislocation that might force them to drop out of school, Recto said.
“We are protecting the dreams of students who are already within reach of graduation. Hindi natin sila hahayaang huminto sa huling taon ng pag-aaral (We won't let them stop on their last year),” Recto said.
To ensure seamless and speedy release of funds, the Office of the President has partnered with the Liga ng mga Barangay in mobilizing recipients and monitoring fund use.
The Department of the Interior and Local Government (DILG) was tasked to oversee the implementation of the program, ensuring that the fund use will comply with public budgeting, accounting and audit rules.
