Marcos orders implementation of service contracting starting April 15

President Marcos has announced the implementation of service contracting program for public utility vehicles (PUVs) starting April 15.
Marcos made the announcement in a video message on Thursday afternoon, April 9, following a recent meeting with the UPLIFT committee.
"Simula April 15, ipapatupad ng DOTr ang service contracting program (Starting April 15, the Department of Transportation will implement the service contracting program)," Marcos said.
"Sa ilalim ng programang ito, babayaran namin ang ating mga operator at drayber ng mula P40 hanggang P100 kada kilometro. Dagdag ito sa kanilang kita mula sa pamasahe (Under this program, we will pay our operators and drivers from P40 to P100 per kilometer. This will be in addition to their earnings from fares)," Marcos added.
Marcos explained that the service contracting program will be implemented during off-peak hours to ensure that commuters still have transportation even outside rush hour.
All participants will have GPS monitoring to ensure that trips are actually being made and that service is properly maintained, he added.
The government, Marcos further disclosed, will also implement a P10 per liter discount for PUVs, with a maximum of 150 liters per week, for three months.
It will initially start in the National Capital Region next week, starting in Commonwealth.
It will be expanded in the following days to Quezon Avenue, España, Zapote, A. Bonifacio, Rizal, and Marcos Highway until it is eventually rolled out nationwide.
"Mahalaga ito dahil hindi lang transport cost ang tinutugunan natin. Pinipigilan din natin ang pagtaas ng presyo ng pagkain at iba pang pangunahing bilihin (This is important because we are not only addressing transportation costs. We are also helping prevent the rise in prices of food and other basic necessities)," Marcos said.
According to the President, the fuel subsidy will only be implemented at legitimate gas stations approved and monitored by the Department of Energy (DOE) to ensure it reaches the intended beneficiaries and is not abused.
Meanwhile, a fare discount of at least 20 percent will also be implemented.
The routes will focus on areas connected to train lines and major bus routes to make travel more convenient, faster, and reliable.
Marcos said it will be implemented nationwide.
It will cover approximately 50,000 public utility vehicles, 1,000 operators, and up to 15,000,000 passengers, the President added.
"Ginagawa natin itong lahat para manatiling maayos ang takbo ng inyong araw-araw na buhay. Ang bawat desisyon na ginagawa natin ay may isang layunin lamang, maprotektahan ang Pilipino (We are doing all of this to keep your daily lives running smoothly. Every decision we make has only one purpose: to protect the Filipino people)," Marcos said.
The Chief Executive, however, did not disclose whether or not he has decided on the suspension of fuel excise tax.
