GSIS begins ₱19-billion Balik Ginhawa rollout for members
State-run pension fund Government Service Insurance System (GSIS) has begun releasing refunds under its Balik Ginhawa program, providing immediate financial relief to qualified members and pensioners.
The program, which will release over ₱19 billion in total, is expected to benefit 1.37 million members and pensioners as part of government efforts to ease the financial burden on Filipinos.
Under Balik Ginhawa, GSIS implements a modified loan moratorium: regular loan deductions continue, but the equivalent of up to three months of amortizations is returned to borrowers in a lump sum.
As of April 8, 431,000 members and pensioners had qualified for the program, translating to ₱6.2 billion in refunds.
“Nagsimula na po ang pag-credit ng refunds sa ating mga miyembro. Layunin ng programang ito na makapagbigay ng agarang ginhawa, at sinisiguro natin na sa loob ng tatlong working days matapos maaprubahan ang aplikasyon ay matatanggap na ang kanilang refund,” GSIS President and General Manager Wick Veloso said.
The program is application-based to ensure that assistance reaches those who need it most. Eligible borrowers must have existing loan accounts that are not in default, have no arrears, and recorded loan payments from December 2025 to February 2026. Participation is voluntary, with no additional interest or penalties. Refunds only cover months with actual loan payments and will extend the loan term accordingly.
Applications may be submitted exclusively through the GSIS Touch mobile app until Oct. 31, 2026.
