An official who can't follow the Constitution has no right to vie for the highest position in government.
Thus, said House Deputy Minority Leader Akbayan Party-list Rep. Perci Cendaña on Wednesday, April 8, in reference to presidential aspirant Vice President Sara Duterte, who was the subject of impeachment proceedings at the House of Representatives.
Cendaña, in a chance interview, expressed frustration over the Duterte camp's latest attempt to halt the impeachment process before the Supreme Court (SC)--the same venue that it sought intervention from during the 2025 impeachment case.
"Wala siyang karapatan na mag-aspire for a higher position kung dito pa lamang bilang Bise Presidente, hindi na niya kayang gawin yung kanyang constitutional mandate (He has no right to aspire for a higher position if, even now as Vice President, she cannot fulfill her constitutional mandate)," he said.
It was last Feb. 18 when Duterte announced her plans to run for president in the 2028 national elections. Five days later, the House of Representatives initiated this year's impeachment proceedings against her.
Cendaña says he has no regrets in supporting the Vice President’s impeachment proceedings, which is being carried out by the House Committee on Justice.
"Well, wala tayong regret kasi sa dulo, malinaw yung pananagutan natin sa taumbayan, in the same way na sana malinaw kay VP Sara yung pananagutan niya sa taumbayan (We have no regrets because, in the end, our accountability to the people is clear, in the same way that we hope Vice President Sara’s accountability to the people is clear to her)," he said.
Cendaña said the Duterte camp's SC petition reeks of "desperation".
"At alam natin kapag desperado, talagang gagawin ang lahat para...ma-derail yung process (And when one is desperate, one will really do everything to...derail the process)," he said.
"And we hope that the [SC] will see that we are fully compliant with not just the Constitution, but even with our their own rules," he added.
