The Southern Police District (SPD) deployed a total of 694 personnel -- 394 police officers and 255 force multipliers -- for a district-wide synchronized “Oplan Bulabog,” which resulted in the apprehension of more than 4,900 violators of local ordinances.
According to acting SPD director Col. Glen Oliver Cinco, the operation was conducted simultaneously in Makati, Taguig, Pasay, Muntinlupa, Las Piñas, Parañaque, and the municipality of Pateros.
Cinco said the joint efforts of police and barangay watchmen—focused on enforcing laws on public sobriety, curfew for minors, and public decency—led to the apprehension of 4,972 individuals.
The Pasay City Police, under police chief Col. Joselito De Sesto, reported that 119 individuals were apprehended for violations of city ordinances, while 26 others were arrested for various criminal offenses.
SPD data showed that of the total 4,972 violators, including those recorded in Pasay, 1,745 were cited for drinking and smoking in public places, followed by 1,020 individuals caught urinating in side streets, littering, or illegally dumping garbage.
Authorities also recorded 806 minors violating curfew hours and 783 individuals roaming the streets without shirts.
Other violations included 271 cases of using karaoke beyond allowed hours, 239 cases involving illegal structures and road obstructions, 58 acts of vandalism, 26 traffic-related violations, and 24 other miscellaneous offenses.
Cinco emphasized that the SPD adopted a balanced approach in enforcing ordinances, prioritizing education and discipline over punitive measures.
Of the total number of violators, 4,886 were warned and released, while 86 were fined. No formal charges were filed, reflecting the operation’s focus on immediate corrective action and community awareness.
