DPWH used firm's license in P1.8-B flood control projects, state witness tells Sandiganbayan
Private contractor turned state witness Sally Santos, owner of SYMS Construction Trading, told the Sandiganbayan that the Department of Public Works and Highways (DPWH) used her company's license to obtain 42 government flood control projects worth P1.8 billion.
Santos said that from the P1.8 billion, she pocketed P80 million.
She also narrated that she called her banks to withdraw P400 million and the money was delivered to former DPWH Bulacan 1st District Engineering Office assistant district engineer Brice Hernandez. She added that the withdrawal process took her just five hours.
Santos was presented as a witness in the malversation and graft cases filed against former senator Ramon “Bong” Revilla Jr. and other accused in the P92.8 million flood control project in Pandi, Bulacan.
Ombudsman prosecutor said that Santos' testimony only proves that the license of SYMS was used by DPWH officials who were involved in the "side-racket" of the flood control scam.
Aside from Revilla and Hernandez, also facing the charge for violation of Article 217 in relation to Articles 171 and 172 of the Revised Penal Code on malversation of public funds before the Sandiganbayan’s third division are Engineers Jaypee Mendoza, R.J. Domasig, and Emelita Juat, accountant Juanito Mendoza, and cashier Christina Mae Pineda.
They were also charged with violations of Section 3(e) of Republic Act No. 3019, the Anti-Graft and Corrupt Practices Act, before the court’s fourth division.
Since the prosecution recommended no bail for the malversation through falsification charge, they are currently detained at the New Quezon City Jail - Male and Female Dormitories in Barangay Payatas, Quezon City.
