House to plant seeds of 'Bayanihan 3' in 13-panel joint hearing Wednesday

The path to "Bayanihan 3" begins at the House of Representatives on Wednesday, April 8, as the leadership of 13 committees will convene to hold the first of its high-level joint hearings in response to persisting fuel price crisis.
Marikina City Rep. Miro Quimbo, chairman of the Committee on Ways and Means, will preside over the hearing that will seek to legislate both short and long-term solutions to the great burden caused by runaway fuel costs.
In a statement Tuesday, April 7 House Speaker Faustino "Bojie" Dy III said he directed the 13 committees to consolidate data, coordinate with the executive branch, and produce concrete policy interventions addressing both immediate relief and long-term resilience.
Incidentally, Tuesday marked the fifth straight week of significant price hikes on pump fuel, with gasoline and diesel now well over the P100-per-liter level. Liquefied petroleum gas (LPG), which Filipino households use for cooking, has also breached the P1,000-mark per 11-kilogram cylinder.
Quimbo earlier branded the envisioned legislative response to the Middle East conflict-triggered fuel price crisis as Bayanihan 3, patterned after the two crisis response measures that were enacted at the height of the Covid-19 pandemic in 2020.
Also joining the hearing are the chairpersons of 12 other panels leading the House response: Palawan Rep. Jose Alvarez (Committee on Energy), Quezon Rep. Mark Enverga (Agriculture and Food), Nueva Ecija Rep. Mikaela Angela Suansing (Appropriations), Camarines Sur Rep. Tsuyoshi Anthony “Hori” Horibata (Aquaculture and Fisheries Resources), Antique Rep. Antonio Legarda Jr. (Economic Affairs), Pangasinan Rep. Maria Rachel Arenas (Foreign Affairs), Camarines Sur Rep. Miguel Luis Villafuerte (Information and Communications Technology), Cavite Rep. Ramon “Jolo” Revilla III (Labor and Employment), Agimat Party-list Rep. Bryan Revilla (Overseas Workers Affairs), Davao Oriental Rep. Cheeno Miguel Almario (Social Services), Mountain Province Rep. Maximo Dalog Jr. (Trade and Industry), and Quezon City Rep. Franz Pumaren (Transportation).
The hearing will focus on the country’s oil and energy supply situation amid tensions involving the United States (US), Israel and Iran, as well as the broader economic impact, government response, and proposed courses of action.
A full slate of Cabinet officials, regulators, and economic managers has been invited to brief lawmakers and present policy options.
Among those expected to attend are Department of Energy (DOE) Secretary Sharon Garin, Department of Finance (DOF) Secretary Frederick Go, Department of Migrant Workers (DMW) Secretary Hans Leo Cacdac, Department of Economy, Planning and Development (DepDev) Secretary Arsenio Balisacan, Department of Foreign Affairs (DFA) Secretary Ma. Theresa Lazaro, and Department of Budget and Management (DBM) Secretary Rolando Toledo.
Also invited were Energy Regulatory Commission (ERC) Chairperson Francis Saturnino Juan, National Electrification Administration (NEA) Administrator Antonio Mariano Almeda, Philippine National Oil Company (PNOC) representative Ma. Cristina Sheila Cabaraban, and PNOC-Exploration Corporation official Atty. Adrian Ferdinand Sugay.
Revenue and fiscal officials expected to attend include Bureau of Internal Revenue (BIR) Commissioner Charlito Martin Mendoza, Bureau of Customs (BOC) Commissioner Ariel Nepomuceno, and National Treasurer Sharon Almanza.
Officials from the Overseas Workers Welfare Administration (OWWA), Bangko Sentral ng Pilipinas (BSP), and National Tax Research Center (NTRC) are also set to attend, alongside representatives from the World Bank (WB) and the Asian Development Bank (ADB).
Quimbo earlier said the joint hearings aim to gather critical data and align the House’s legislative response with the executive’s ongoing efforts. This, he said, would lead to measures that can be rolled out quickly to protect vulnerable sectors.
He said the multi-committee body is also expected to explore targeted "ayuda" or assistance, fiscal support, and structural reforms to reduce the country’s exposure to global oil shocks.
