Kiko Barzaga is back! Here's a look at his legislative output so far

"Congressmeow" Cavite 4th district Rep. Francisco "Kiko" Barzaga is set to report back to work this week at the House of Representatives after serving his second 60-day suspension for "disorderly behavior".
The eccentric lawmaker and son of the late legal luminary, longtime Cavite Rep. Elpidio Barzaga Jr. is making his grand return amid the House’s annual summer break, as there will be no plenary sessions until May 4.
While its easy to judge Barzaga for the personality he projects on social media, or the fact that he's been slapped with two successive 60-day suspensions without pay by his own colleagues, it's his legislative output that will ultimately define his career as a congressman.
And so far in the current 20th Congress, the neophyte solon has principally authored and filed four House bills (HB)--three national bills and one bill of local significance.
These are the following:
1. HB No.2512, or An Act declaring November 26 of every year a special non-working holiday in the City of Dasmariñas, Province of Cavite, in commemoration of its founding anniversary and the annual "Paru-Paro Festival".
"Since November 26, 2011, the Paruparo Festival is celebrated every 26th of November by the City of Dasmariñas to commemorate its founding anniversary as a city. Similar to the metamorphosis of a 'paruparo' or butterfly, the City of Dasmariñas started as a barrio of Imus, Cavite, declared as a municipality in 1864 and chartered as a city in 2009. Like a 'paruparo', the City of Dasmariñas has undergone stages of development and transformed to a progressive city from a simple barrio," Barzaga wrote in the bill.
2. HB No.4945, or an Act institutionalizing absolute divorce in the Philippines on the grounds of abuse, infidelity, and serious criminal acts, and for other purposes.
"This proposed legislation seeks to institutionalize absolute divorce as a remedy in cases where marriage has irretrievably broken down due to abuse, serious criminal conduct, or grave violations of marital obligations. The bill upholds the constitutional principle of protecting the family, while recognizing that marriage should not compel individuals to remain in situations of suffering, danger, or injustice," Barzaga said.
3. HB No.5119, or an Act abolishing the imposition of value-added tax (VAT) and providing for alternative sources of revenue, amending for the purpose the National Internal Revenue Code of 1997, as amended, and for other purposes.
The 27-year-old wrote: "The imposition of the 12% Value-Added Tax (VAT) under the National Internal Revenue Code (IRC), as amended, has long been considered and criticized for its regressive impact. VAT places the greatest burden on ordinary consumers particularly low- and middle- income families, as it is imposed on goods and services regardless of the ability to pay."
4. HB No.6342, or an Act mandating the disclosure of foreign travel by all elected members of the House of Representatives, providing guidelines therefor, and for other purposes.
"Recent public discussions have highlighted concerns regarding undisclosec foreign travel by government officials, raising concerns about potential conflicts of interest, misuse of public funds, and dereliction in duty. By requiring representatives to provide advance disclosure of foreign travel plans, this bill ensures that the public, the media, and relevant oversight bodies can monitor such activities and hold public officials accountable. The measure also preserves necessary confidentiality for sensitive or security-related travel, striking a balance between transparency and national interest," Barzaga said in justifying the bill.

Aside from these four measures, Barzaga is also listed as co-author of another four bills. These are:
1. HB No.615, or an Act declaring the first week of September of every year as "National English Competency Week" to promote English language proficiency and competence, and for other purposes.

2. HB No.819, or an Act to create a healthy food marketing environment by requiring front-of-package warning labels for food high in fat, sodium, or sugar and regulating the marketing of such food to children.

3. HB No.1484, or an Act promoting data-driven governance and artificial intelligence solutions in the public sector through government–industry–academia collaboration, and appropriating funds therefor.

4. HB No.1485, or an Act institutionalizing artificial intelligence–enabled public sector innovation as a strategic priority under Republic Act No. 11293, otherwise known as the "Philippine Innovation Act," and for other purposes.

All eight measures are pending at the committee level in the House of Representatives.
Barzaga's second suspension, as recommended by the Committee on Ethics and Privileges, was adopted in plenary last Feb. 4., 2026. His first suspension lasted from Dec. 1, 2025 to Jan. 30, 2026.
He wasn't able to file measures during his two suspensions.
