Central Luzon continues to attract property developments and investments

The region is one of the country's most dynamic real estate destinations

In the recent “Central Luzon Unlocked: Market Intelligence on One of the Philippines’ Hottest Growth Corridors” event, organized by Co-quarterlliers Philippines and West Aeropark, Central Luzon’s fourth-quarter performance in the property market was highlighted as the region demonstrated resilience and diversification with sustained investor interest.
Kevin Jara, Colliers director and head of Office Services – Tenant Representation, reported a major improvement in the office sector with an overall vacancy rate of 17 percent (down 7.8 percent year-on-year) and 538,000 sqm of total stock by the end of 2025. In particular, Pampanga recorded a 16.8 percent vacancy rate with 40,000 net take-ups in the same period. In Clark, new office developments are expected to rise, such as the Four and Five West Aeropark Campus and the SM City Technohubs by SM Prime.
In the residential sector, Pampanga and Bulacan experienced growth in the vertical market by 86 percent and 82 percent, respectively.

In Pampanga, major developers are expanding their vertical projects, including Now Residences by SM Development Corp. (SMDC), Marquee Residences by Ayala Land, Chelsea Parkplace, Bryant Parklane, Montrose Parkview, and Saint Marcel by Megaworld Corporation, The BenCab, The Manansala, and Aurelio by Rockwell Land, Azure North by Century Properties, and Asterra San Fernando by Vista Land.
In Bulacan, the vertical projects present are Joy Residences and Cheer Residences by SMDC, Amaia Steps Altaraza by Ayala Land, Castellana, Monte Carlo, Silaya Residences, Aspen Residences, and The Crescent by Vista Land, Urban Deca Homes by 8990 Holdings, Inc., and 9 Central Park by Megaworld Corporation.
In the house and lot market, the total inventory sold in Pampanga is at 89 percent, in Bulacan at 94 percent, and in Tarlac at 88 percent, as of the end of 2025. Some of the horizontal developments in Pampanga are Amaia Scapes San Fernando by Amaia Land, Phirst Park Homes Magalang East by Century Properties, The Hauslands Mabalacat by Hausland, and Symphony Homes by SMDC. Located in Bulacan are Bella Vista Bulacan by Dolmar Land and Phirst Park Homes Baliwag by Century Properties, and in Tarlac, Asian Homes Capas by Asiawide Land and Sunnyvale Homes by SMDC.

In the lot-only market, the total inventory sold in Pampanga is at 94 percent, in Bulacan at 94 percent, and in Tarlac at 60 percent.
Joey Bondoc, Colliers director and head of Research, noted that "township-led residential growth in Central Luzon reflects rising demand for modern, master-planned communities outside Metro Manila.”
Bondoc’s report mentioned the townships Nepo Center by Rockwell Land, Centrala and Alviera by Ayala Land, Northwin Global City by Megaworld Corporation, and Hann Reserve by Hann Resorts.
The industrial sector remains the strongest pillar of Central Luzon’s real estate landscape. The region is set to deliver 930 hectares of new industrial supply from 2026 to 2028, far outpacing Southern Luzon’s 245 hectares, which cements its status as the Philippines’ next major production and logistics centers.
The region also attracts high-value manufacturers such as PLG Prime Global Company, Birns and Sawyer, and the ALogis Hotel Mabalaacat facility.
Tarlac captured major manufacturing commitments, including Ajinomoto’s P9.1 billion facility and Coca-Cola’s 42-hectare production site, strengthening its position as a manufacturing corridor.
The tourism sector continues to be anchored by Clark Freeport Zone, now among the country’s most active MICE destinations. The Clark International Convention Center, coupled with the expansion of Clark International Airport, enhanced the region’s competitiveness in hosting large events and attracting international travelers. Bondoc said, “Clark’s growing MICE ecosystem is transforming Central Luzon into a premier tourism and events destination.”
In 2025, the hotel occupancy was recorded between 70 and 85 percent in Clark.
From 2026 to 2029, the upcoming hotels in the region include Ibis Subic, Mercure Subic, Savoy Hotel Pampanga, Crimson Clark, Sofitel Clark, Ibis Styles Hotel Clark, Asia Camaya Coast, and Radisson Hotel and Serviced Apartments Clark.
