PhilHealth to implement SPA Generator as part of digitalization push starting April 1

The Philippine Health Insurance Corporation (PhilHealth) will roll out a Statement of Premium Account (SPA) Generator for self-paying members starting April 1, as part of its digitalization efforts to improve service efficiency.
Per PhilHealth, the self-paying members will be required to generate an SPA prior to payment to ensure accurate recording and timely crediting of contributions.
“This digital system reduces errors in payment processing and helps members maintain accurate, up-to-date contribution records, which are essential in availing of PhilHealth benefits,” the agency said.
Under PhilHealth Advisory 2026-0016, a “No SPA, No Payment” policy will be implemented for self-paying members, including self-earning individuals, professional practitioners, and overseas Filipinos, excluding sea-based migrant workers.
The state health insurer urged its members to use the SPA Generator before full implementation to ensure a smooth transition.
The agency said members may access and generate their SPA through spagen.philhealth.gov.ph or by scanning the QR code found on the PhilHealth website.
“The system generates a QR-coded SPA containing key payment details, which members can present to any PhilHealth Local Health Insurance Office (LHIO) cashier or any PhilHealth-accredited collecting agent (ACA) when making payments,” it said.
PhilHealth said requiring a validated SPA prior to payment is expected to minimize posting errors, ensure faster crediting of payments, and improve overall service efficiency.
Likewise, the agency reminded members to transact only with authorized PhilHealth-accredited collecting agents and to refrain from sharing their generated SPA with unauthorized individuals to protect their personal and payment information.
