AI bill of rights needed to protect Pinoy netizens--Villafuerte

House Deputy Majority Leader Camarines Sur 2nd district Rep. Luigi Villafuerte has reiterated the need for a Bill of Rights on Artificial Intelligence (AI) to protect Filipinos from fake news, algorithmic discrimination, and invasion of their privacy.
Villafuerte made this call in a recent Facebook post even he acknowledged the need to optimize the benefits that Filipinos can get from AI.
"With the rapid growth of AI in our daily lives at home, at work and in school, it is our duty in the Congress to ensure that this powerful technology is used responsibly, ethically and safely,” the Bicolano said.
Villafuerte said this proposed Bill of Rights was contained in House Bill (HB) No. 2827 or the “Artificial Intelligence Development and Regulation Act", which he filed earlier in the 20th Congress.
The ranking congressman says the bill "supports the National AI Strategy for the Philippines and establishes a clear framework and oversight bodies for the proper development, deployment and regulation of AI".
“At the heart of this measure is the AI Bill of Rights, which is designed to protect every Filipino while helping our country fully maximize the benefits of AI,” he said.
He said that among the salient features of HB No.2827 were the following: Protection from harmful and unsafe AI systems; Safeguards against algorithmic discrimination, fake news and AI-driven misinformation; The right to privacy and clear and accessible information; The right to opt for a human alternative and to appeal or seek remedy when affected by AI decisions; and Support for workers who may be displaced by AI, including assistance in re-employing any worker involuntarily terminated because of AI.
”This proposed AI Bill of Rights aligns with the vision of President Marcos for a future-ready Philippines that advances technology without compromising the rights and welfare of the people,” Luigi said.
Luigi recalled that last year, the Department of Science and Technology (DOST) drew up the National AI Strategy for the Philippines (NAIS-PH), which President Marcos subsequently approved. This is seen to guide the country on developing, deploying, and regulating AI in the country until 2028.
Marcos said, “Lawmakers can best support the President’s NAIS-PH strategy by way of the swift passage of a law on the AI Bill of Rights so Filipinos can optimize the use of AI while protecting us against the high risks that come with this rapidly evolving technology.”
This proposed Bill of Rights for AI will make sure of the “always accessible yet responsible and ethical integration of this disruptive innovation into public services across the pillars of government, technology, data and infrastructure".
Other authors of HB No.2827 are Camarines Sur 5th district Rep. Migz Villafuerte, Camarines Sur 1st district Rep. Tsuyoshi Anthony Horibata, and Bicol Saro Party-list Rep. Terry Ridon.
The measure is pending before the Committee on Information and Communications Technology, which is chaired by Rep. Migz Villafuerte.
