MMDA, LTFRB finalize carpooling guideline; online application eyed

Authorities are now finalizing the guideline for the carpooling in Metro Manila, which they said, will be open to all motor vehicle owners in order to maximize the assistance to commuters amid the adverse effects of the Middle East conflict in the price of petroleum products in the country.
And the entire application and approval system for carpooling will be made fast and easy to further encourage more participants in the program, according to the Land Transportation Franchising and Regulatory Board (LTFRB).
LTFRB chairman Vigor D. Mendoza II said they are eyeing an online system for the application and approval process—similar to the current digitalized system for franchise application for public utility vehicles.
“They don’t need to go to the LTFRB to apply, they can do it online,” said Mendoza during a press briefing on Monday, March 30, with Metropolitan Manila Development Authority (MMDA) chairman Don Artes.
Artes said they have already submitted a proposed guideline for the carpooling in Metro Manila, as he stressed the need for everyone to work together to cushion the effect of the sharp oil price hikes.
“The problem in relation to the oil price increase is not only a government’s concern, we have to help one another,” said Artes for his part.
The guideline
Artes said the carpooling will be open to motor vehicle owners but the operation shall be point-to-point which means that no passengers must be picked up along the way and that all passengers must have the same general destination.
He explained that such a policy is aimed at protecting the regular public utility vehicles (PUVs) and ensure that the carpooling will not be abused by those who may take advantage of the special permits from the LTFRB to operate as regular public transportation like taxis, UV Express or ride-hailing services.
The guideline stated:
Transport shall be limited between designated origin and destination points only.

• No roadside pick-up or drop-off shall be allowed;
• No intermediate or "terminal-to-terminal" public stops shall be permitted;
• The operation shall not mimic or function as a public utility vehicle service.
The guideline issued by the MMDA also stated that vehicles allowed for carpooling must also operate during morning rush hours, or from 6 a.m. to 9 a.m. in the afternoon rush hours, or from 5 p.m. to 9 p.m.
The guideline added:
· Only one trip per time slot is allowed;
· Shuttle services shall cater exclusively to identified employees or members of a specific company, institution, or organization;
· No walk-in or unauthorized passengers shall be accommodated.
Based on the guideline, vehicles that will be approved for carpooling shall operate on a non-profit or cost-recovery basis, and that car owners must not collect money similar to PUV fare.
Mendoza said the compensation system will be among that will be finalized.
Another requirement for approval is that the vehicle must be not more than five years old and that the special permit that would be given should be displayed and indicate the specific route.
