Gen. Jose Melencio C. Nartatez, Jr., chief of the Philippine National Police (PNP), vowed to sustain the policy reforms aimed at inculcating integrity and professionalism and weeding out scalawag personnel.
Nartatez issued the statement after President Marcos urged the PNP to restore integrity in the police force, adding that the directive to cleanse the ranks will be treated as an operational order.
“The President’s message is a clear marching order. It is a call for a total internal cleansing. We take this as a mandate to strengthen integrity at all levels—from the recruits to senior officers. We will be unforgiving against the scalawags who tarnish the badge,” said Nartatez.
During the 47th commencement exercises of the Philippine National Police Academy (PNPA), Marcis urged graduates of the “Silang Paglaom” Class of 2026 to uphold discipline and help rid the organization of corrupt officers.
Nartatez, for his part, said reforms will focus on accountability and prevention as he stressed that erring personnel will face outright removal, not reassignment.
“Our commitment is to ensure zero tolerance for any misconduct. We will not just reshuffle the erring cops, we will remove them,” said Nartatez.
He said the PNP is strengthening the Integrity Monitoring and Enforcement Group (IMEG) to ensure that every policeman follows the rules and regulations and respect the rule of law.
He said the organization will also continue ethics training from academy graduates to senior officers, as well as expand regular and random lifestyle checks especially in high-risk units.
It will also align recruitment, training, and promotion systems with integrity standards, as part of a long-term effort to institutionalize reforms and prevent future misconduct.
