How one government fair is rewriting the first-job story for Filipino youth

Nationwide DepEd-DOLE Bagong Pilipinas Serbisyo Fair secures on-the-spot jobs for over 1,400 SHS, ALS graduates

In a crowded school area turned job hub, the usual end-of-school-year anxiety—résumés, long lines, and uncertain prospects—gave way to something unexpected: on-the-spot job offers.
For thousands of graduating learners, the nationwide rollout of the Bagong Pilipinas Serbisyo Fair (BPSF) did more than connect them to employers—it collapsed the long, costly gap between finishing school and finding work.
At least 1,488 graduating Senior High School (SHS) and Alternative Learning System (ALS) learners were hired immediately during the synchronized rollout, marking a shift in how the government approaches youth employment, as directed by President Ferdinand R. Marcos Jr.
A one-stop shop for first jobs
Across roughly 40 schools nationwide, available spaces were transformed into employment centers. Government desks stood beside recruiters’ booths, offering everything from job interviews to pre-employment processing—often completed within the same day.
The initiative, led by the Department of Education (DepEd) and the Department of Labor and Employment (DOLE), was designed with a simple but powerful premise: bring jobs and government services closer to where students already are.
For many first-time job seekers, this meant avoiding the typical maze of requirements—multiple agency visits, transportation costs, and days or weeks of waiting.
DepEd Secretary Sonny Angara, in a statement issued Friday, March 27, framed it as both an economic and social intervention.
“In times of crisis, it is our duty to bring government services and real-world opportunities closer to our learners to ensure they have a fighting chance as they enter the workforce,” Angara said.
“By eliminating the high costs of pre-employment requirements, we empower our graduates to focus on building their careers immediately,” he added.
Numbers that tell a bigger story
The hiring surge was not incidental—it was engineered.
A total of 1,188 SHS Technical-Vocational-Livelihood (TVL) graduates and ALS learners were hired during the nationwide rollout, with 300 more having already secured jobs during pilot runs in Metro Manila, Sorsogon, Cebu, and Davao del Norte.
According to DepEd, 40 percent of qualified applicants landed jobs on the spot, while 5,975 learners accessed free pre-employment documents.
DepEd stressed that behind these numbers is a deliberate strategy: aligning skills training with immediate labor market demand, particularly for TVL graduates equipped for work-ready roles.
Removing barriers before they begin
For many young Filipinos, the hardest part of employment is not landing a job—it’s completing the requirements.
Birth certificates, NBI clearances, and police clearances each come with costs and logistical challenges that can stall job applications before they even begin.
Through the BPSF, DepEd and DOLE said these barriers were addressed head-on.
Learners processed essential documents for free, in compliance with Republic Act No. 11261, a measure originally co-authored by Angara during his time in the Senate.
DOLE Undersecretary Carmela Torres emphasized that the program goes beyond immediate hiring.
“We want our youth to know that the government is listening and providing the necessary assistance and services as they take their first steps toward a career,” she said. “Through the BPSF, we are not just offering jobs; we are offering employment pathways,” she added.
‘Nandito na pala lahat’
For Trexie Estayan, a Grade 12 TVL learner from Sorsogon, the experience captured the program’s impact.
“Ang hirap po talaga magsimula pagkatapos grumaduate. Hindi ko po alam kung saan ako pupunta, kung saan ako magsisimula. Pero dito sa Serbisyo Fair, nandito na pala lahat (It’s really hard to start after graduating. I don’t know where to go, where to begin. But here at the Serbisyo Fair, it turns out everything is already here),” Estayan said.
Estayan’s words reflect a common reality: uncertainty, lack of access, and unclear starting points. The fair replaced that uncertainty with immediacy—and, for many, a first paycheck on the horizon.
A new model for school-to-work transition
The BPSF signals a broader policy shift—one that treats employment not as a post-graduation concern but as an integral part of the education system.
By embedding job matching, government services, and employer engagement directly into schools, the initiative reframes graduation not as an endpoint but as a launchpad.
If sustained and scaled, the model could redefine how Filipino youth enter the workforce—faster, more supported, and with fewer structural barriers.
For now, in many school areas across the country, that future is already taking shape—one job offer at a time.
