House leaders welcome Marcos' signing of BARMM poll reset law

Ranking congressmen hailed on Thursday, March 26 President Marcos' signing into law of Republic Act (RA) No. 12317, which reset the first regular elections in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
According to House Speaker Faustino “Bojie” Dy III, the newly-signed law is a crucial step toward a more stable and credible democratic transition in the region.
Republic Act (RA) No. 12317 is a consolidation of Senate Bill (SB) No. 1823 and House Bill (HB) No. 8220. It resets the first regular parliamentary elections in the BARMM to the second Monday of September 2026, amending Section 13, Article XVI of RA No. 11054, otherwise known as the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao.
“The signing of this law strengthens the foundations of the Bangsamoro political system and ensures that the first regular parliamentary elections are conducted in a credible, orderly, and well-prepared manner,” Dy said.
“The goal is to implement the transition properly. We are working to ensure that when the Bangsamoro people choose their leaders, it is under a system that is ready, credible, and fully prepared to carry their mandate," he noted.
The Speaker from Isabela's 6th district said the extension of the transition period will allow BARMM institutions to further strengthen governance mechanisms and complete key preparations ahead of the first regular parliamentary elections.
Dy said the law also ensures continuity in governance by allowing the Bangsamoro Transition Authority (BTA) to remain in place until duly elected officials assume office.
“Wala pong puwang ang pagkaantala sa serbisyong kailangan ng mamamayan. Tinitiyak ng batas na ito na tuluy-tuloy po ang maayos na pamamahala habang inihahanda natin ang isang makasaysayang halalan para sa Bangsamoro,” he said.
(There must be no delay in delivering the services needed by the people. This law ensures the continuity of good governance as we prepare for a historic election in the Bangsamoro.)
He also underscored the importance of synchronizing future BARMM elections with the national and local electoral calendar to promote efficiency and consistency in governance.
The Speaker thanked President Marcos and members of both chambers of Congress for the swift passage and enactment of the measure.
Also expressing his appreciation to the Chief Executive was Assistant Majority Leader Lanao del Sur 1st district Rep. Zia Alonto Adiong. He says RA No. 12317 is a landmark legislation that strengthens democratic governance in the BARMM.
“This law is of vital importance to the BARMM. It ensures an orderly and credible transition to a fully elected Parliament, giving our people the genuine democratic participation they deserve,” said the House Committee on Suffrage and Electoral Reforms chairman.
“This measure addresses critical logistical and administrative challenges, providing the Commission on Elections (Comelec), the Bangsamoro Government, and all stakeholders with sufficient time to prepare for a successful, inclusive, and peaceful election,” Adiong added.
The legislation forms part of President Marcos’ Legislative-Executive Development Advisory Council (LEDAC) priority measures.
By synchronizing future BARMM parliamentary elections with the national and local election cycle, RA No. 12317 paves the way for deeper democratic engagement, better voter education, proper district apportionment, and full implementation of the Bangsamoro Electoral Code, Adiong said.
He also thanked Dy and Majority Leader Ilocos Norte 1st district Rep. Sandro Marcos for their steadfast support for the measure.
