100 LGUs, nat'l gov't to roll out P5-B PAMANA infra projects in conflict-hit areas

Around 100 local government units (LGUs) in the country forged a partnership with the national government to roll out P5 billion worth of infrastructure projects aimed at uplifting conflict-affected and vulnerable communities across the country.

The agreements were formalized on Thursday, March 26, during a ceremonial signing led by the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) headed by Presidential Peace Adviser Carlito G. Galvez Jr. at the Foro de Intramuros.

The Memorandum of Agreement (MOA) strengthens the implementation of the government’s PAMANA Program, ensuring that development efforts reach underserved and conflict-vulnerable areas.

Under the Fiscal Year 2026 allocation, the program will fund more than 150 infrastructure projects nationwide, including farm-to-market roads, water systems, community centers, and agricultural support facilities to boost economic opportunities and improve access to basic services.

Officials said the agreement defines the roles of OPAPRU and partner LGUs, aiming to ensure accountability and the timely delivery of projects on the ground.

Beyond infrastructure, the initiative is part of a broader peacebuilding strategy that addresses the root causes of conflict by promoting inclusive growth and long-term stability in geographically isolated and disadvantaged areas.

Senator Loren Legarda underscored the importance of sustained investments in peace efforts, expressing confidence in local government leaders and their commitment to ensure there will be no “ghost projects” in the implementation of PAMANA initiatives.

“Ang takot niyo lang sa mga tao (You fear the people),” she added during her speech.

Galvez emphasized the crucial role of local leaders in advancing the peace agenda.

“The success of our peace agenda lies in the hands of our LGUs. By signing this MOA, we are not just committing funds, we are committing to a future where every Filipino, regardless of how remote their village is, feels the presence of the government,” Galvez said.

He added that the true measure of the initiative’s success will be the number of lives improved, stressing that peace must be felt through tangible progress.

The event also marked the launch of the official PAMANA website to enhance transparency, strengthen public engagement, and provide accessible program updates.

PAMANA is the national government’s flagship convergence program focused on addressing the root causes of conflict through community-driven interventions in peace and development areas nationwide.
