House panel orders subpoenas for Madriaga, key documents in VP Duterte impeachment case

The House Committee on Justice ordered the issuance of several subpoenas on Wednesday, March 25 in a bid to facilitate substantial discussions moving forward in Vice President Sara Duterte's impeachment case.
Foremost among these was the subpoena duces tecum and ad testificandum for detainee Ramil Lagunoy Madriaga, who claimed to be an alleged bagman of Duterte’s.
The alleged former Duterte administration intelligence officer is detained at the Bureau of Jail Management and Penology (BJMP) in Taguig City.
The issuance of the subpoena for Mardiaga was prompted by a motion from Senior Deputy Minority Leader Mamamayang Liberal (ML) Party-list Rep. Leila de Lima during the first day of the "hearings proper" stage Wednesday.  Committee Chairperson Batangas 2nd district Rep. Gerville "Jinky Bitrics" Luistro carried the motion.
De Lima, a former Department of Justice (DOJ) secretary, is an endorser of one of the two remaining impeachment raps against the Vice President--the Saballa et al complaint and Cabrera complaint. 
She said the panel must summon Madriaga to the ongoing "hearings proper" stage of the impeachment case in order “to produce, identify and authenticate his affidavit dated Nov. 29, 2025 which is annex A of the complaint in the Saballa et al complaint".
She said the alleged bagman should also come up with “any other documentary or object evidence in his possession and to testify thereon…with respect to receipt, handling and distribution of the confidential funds (which are) very clearly alleged in the complaint of the Saballa et al".
"We expect to hear his (Madriaga) testimony in our next hearing on April 14," Lusitro said in a subsequent press conference Wednesday afternoon.
The committee also granted Akbayan Party-list Rep. Chel Diokno's motion for protective custody on Madriaga.
Death threat records, SALNs
Meanwhile, the justice panel also ordered the issuance of a subpoena to the National Bureau of Investigation (NBI) to obtain records related to alleged threats made by Duterte against President Marcos, First Lady Liza Araneta-Marcos, and former House Speaker Leyte 1st district Rep. Martin Romualdez in November 2024.
These supposed death threats have been viewed as among the strongest allegations against Duterte, dating back to her previous impeachment case in 2025.
The motion, introduced by Manila 3rd Rep. Joel Chua, specoficially sought certified copies of all records, documents, and photographs gathered in the NBI’s investigation into the alleged threats, which the Vice President made in a press conference.
Likewise, the committee will also subpoena the Vice President's statements of assets, liabilities, and net worth (SALNs) from the Office of the Ombudsman over allegations of unexplained wealth.
The subpoena duces tecum compels the Ombudsman to produce certified copies of Duterte’s SALNs dating back to 2007, even as the panel intensifies its evidence-gathering to determine whether probable cause exists to elevate the case to the Senate for a full-blown impeachment trial.
Chua was also the one who moved for the issuance of the particular subpoena.
“I move that we issue subpoena duces tecum to the Office of the Ombudsman for the issuance of the duly certified true copies of the [SALNs] of the Vice President Sara Zimmerman Duterte for the years 2022–2025 inclusive, 2007–2013 inclusive, and 2016–2022 inclusive,” the Manila solon said.
The request covers Duterte’s tenure as Vice President and her earlier years in public office, including her time as Davao City mayor, amid allegations in the impeachment complaints of unexplained wealth, SALN omissions, and the use of public funds.
