DSWD validating 493,000 households for 4Ps enrollment
Around 493,000 poor households have been identified as potential beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) using data from the 2026 Community-Based Monitoring System (CBMS) conducted by the Philippine Statistics Authority (PSA), Department of Social Welfare and Development (DSWD) spokesperson Irene Dumlao said Wednesday, March 25.
The households will only be enrolled after completing a three-step verification process—pre-registration, registration, and post-registration—to confirm eligibility.
During pre-registration, barangays will post lists of prospective beneficiaries for 15 days to allow the public to check for duplication and verify identities.
Beneficiaries will also be validated through the Philippine Identification System (PhilSys), while social workers conduct field assessments.
“The names from the CBMS are still not considered as the final list of new 4Ps beneficiaries. Of course, we still need to assess and verify the status of these families with the help of our social workers,” Dumlao said.
“Ie-endorse muna ang masterlist sa iba’t ibang LGU, then after 15 days magkakaroon na ng validation, tsaka pa lang natin makukuha ang final names eligible for the 4Ps program (The masterlist will first be endorsed to various local government units, then after 15 days, validation will take place, and only then will we determine the final names eligible for the 4Ps program),” she added.
Validation has already started in several regions, including Calabarzon, where around 11,000 families are being assessed.
In Soccsksargen, lists have been distributed to local chief executives for verification in coordination with 4Ps field offices.
Dumlao reminded the public that inclusion in 4Ps is not application-based.
“Para po sa ating mga benepisyaryo, sumangguni lang po tayo sa ating mga lokal na pamahalaan upang makita kung kasama ang ating pangalan sa magiging 4Ps member ngayong taon. Uulitin po namin, ang 4Ps ay base sa CBMS list na ibinigay ng PSA, at hindi po ito ina-applyan (For beneficiaries, please coordinate with your local government units to check if your name is included in this year’s 4Ps members. We reiterate that 4Ps is based on the CBMS list provided by the PSA and is not applied for),” she said.
Once validated, beneficiaries will attend an orientation on program requirements and benefits, including signing an oath of commitment.
They will also receive guidance on opening payroll accounts and other post-registration procedures.
Republic Act No. 11315 institutionalizes the use of CBMS as the standard targeting system for identifying 4Ps beneficiaries, with the DSWD responsible for its implementation.
The inclusion of newly qualified households comes as thousands of families are expected to graduate from the program this year, allowing 4Ps to continue supporting those most in need.
The program provides conditional cash grants to support the health, nutrition, and education of children aged zero to 18, aiming to break the cycle of poverty.
