CEBU CITY – A delivery rider was hit and killed by a speeding motorcycle in Barangay Lahug here on Monday, March 23.
Police identified the victim as Ivan Serintas Avila, 35.
The incident, which happened at 3:50 a.m., was captured by a security camera.
Investigation by the Traffic Enforcement Unit of the Cebu City Police Office showed that Avila was driving a motorcycle and was about to turn left when he was hit by a motorcycle driven by a 21-year-old man racing with another motorcycle driven by a 16-year-old teenage boy.
The impact threw Avila off his motorcycle and was run over by the boy’s motorcycle. The 21-year-old man and his 11-year-old back rider were injured.
The boy surrendered to the police at 1 p.m. He was seen going back to the area shortly after the incident before fleeing.
The 21-year-old man, who was temporarily placed under hospital arrest, will be charged with reckless imprudence resulting in homicide and damage to property, police said.
The 16-year-old boy will undergo a discernment process in line with Republic Act No. 9344 or the Juvenile Justice and Welfare Act of 2006.
