Guardrails for giving social media access to the young

Indeed, times are a-changing. My daughter shared with me some recent social media posts that should prompt concerted action from the citizenry and government. These concern an incident that even my eight year old grandson considered sufficiently disturbing.
A troubling incident in Laguna—where authorities foiled an alleged plan by teenagers to attack their own school—has once again cast a harsh light on a growing but insufficiently addressed threat: the unregulated exposure of young minds to the darker corners of social media.
In response, Senator Sherwin Gatchalian has moved to file legislation limiting social media access for those below 16 years old, echoing similar policy directions in countries such as Australia, Norway, Span, and the United Kingdom, and others now grappling with the same dilemma.
At first glance, such proposals may appear restrictive, even paternalistic. But a deeper look reveals a compelling and urgent case for action, one that goes beyond isolated incidents and speaks to the very fabric of Filipino society
The Philippines has long been dubbed the “social media capital of the world.” While this connectivity has democratized information and amplified voices, it has also exposed often unsupervised children to a digital ecosystem they are ill-equipped to navigate.
In this environment, algorithms reward sensationalism, outrage, and extremity. Young users, still forming their values and identity, can easily be drawn into echo chambers that normalize harmful behavior. The Laguna case underscores how online spaces can become incubators for violent ideation, where plans are hatched, validated, and emboldened.
This is not an isolated concern. Studies and policy debates globally have linked excessive early exposure to social media with anxiety, depression, cyberbullying, and radicalization. In the Philippine context, the risks are compounded by weak digital literacy and limited parental supervision in many households.
Equally alarming is the role of social media in spreading false or misleading information. A significant majority of Filipinos—about 67 percent—now consider disinformation a serious problem.
For young users, the inability to distinguish fact from fabrication can have lasting consequences. Social media not only reflects, but shapes reality as well. Narratives —whether political, social, or cultural—are consumed uncritically and often internalized as truth as these are propagated over the mass media.
The result is a generation vulnerable not only to manipulation but also to cynicism and distrust. In a democracy, this is a danger we cannot ignore.
Gone are the Baby Boomers’ good ole days when common TV fare for children featured Popeye the Sailor’s valiant defense of his sweetheart Olive Oyl, or the Flintstones’ family banter and games. Fast fading, too, are images of the 1980s Filipino educational television show, Batibot, starring
Kuya Bodjie’s beloved storytelling segments alongside characters Pong Pagong and Kiko Matsing in creative renditions of Sesame Street, Pinoy style.
So now we must deal with the perils posed to young kids’ exposure to harmful social media content.
The proposed age threshold of 16 is not arbitrary. Developmental science suggests that adolescents up to and below this age are still acquiring critical thinking skills, emotional regulation, and impulse control. Exposure to the unfiltered, often toxic environment of social media during this formative stage can distort these processes.
Many countries are now acting on this sobering reality. Legislative efforts to impose age limits, require parental consent, or enforce stricter platform accountability are gaining traction worldwide.
The Philippines, with one of the youngest and most digitally active populations, cannot lag behind. Just as the government regulates access to alcohol and tobacco, it must spread its supervision to more stringent oversight of the digital sphere.
The goal is not to ban but to guide; not to suppress but to safeguard. Legislation alone, however, is not a silver bullet. What is required is a comprehensive, multi-sectoral approach.
First, parents must be enlightened and empowered to take a more active role in their children’s digital lives. This includes setting boundaries, monitoring usage, and fostering open communication.
Second, schools must integrate digital literacy into the curriculum—not merely as a technical skill but as a critical life competence. Students must learn to question, verify, and reflect.
Third, technology companies must be held accountable. Age verification systems, content moderation, and algorithm transparency are no longer optional—they are essential.
Finally, the government must ensure that policies are enforceable and adaptive, keeping pace with rapidly evolving technologies.
The Laguna incident is a warning signal—one that we ignore at our peril. It reminds us that the consequences of inaction are not abstract; they are real, immediate, and potentially devastating.
We stand at a crossroads. On one hand is the promise of a digitally empowered generation; on the other, the risk of a generation misled, manipulated, and, in extreme cases, driven toward harm.
Setting age-appropriate guardrails for social media access is not about fear—it is about foresight. In the end, the question is not whether we should act, but whether we can afford not to.
