The Energy Regulatory Commission (ERC) cautioned of a looming surge in electricity prices as seasonal demand and escalating geopolitical friction in the Middle East threaten to strain household budgets.

In a statement, ERC Chairperson Francis Saturnino Juan warned that the conflict in the Middle East is poised to trigger a domino effect across the energy sector, impacting not only retail fuel prices at the pump but also the monthly generation charges paid by residential and industrial consumers.

Juan noted that the Philippines remains acutely sensitive to global commodity volatility due to its heavy reliance on imported thermal fuels.

Events in the Middle East directly affect the prices of coal, natural gas, and oil, which are the primary resources used for power generation in the country, the ERC said in a statement.

Because the Philippines imports the vast majority of its fuel requirements, the ERC chief said any upward movement in global market benchmarks results in higher generation costs that are eventually passed through to electricity bills.

Under the current regulatory framework, generation costs are a pass-through component, meaning they are automatically adjusted based on the actual cost of procuring power from the Wholesale Electricity Spot Market and bilateral contracts.

While the regulator admitted that price hikes appear inevitable, it is evaluating mechanisms to mitigate the immediate financial impact on the public. The ERC indicated it may consider staggering the collection of these increases over several months to prevent a sudden price shock.

To safeguard consumers against potential market irregularities, the regulator has intensified its oversight of power generation facilities and the electricity spot market. This ramped-up monitoring is intended to prevent price-fixing and ensure that the country’s power supply remains stable during the period of peak demand.

The ERC is also coordinating with the Department of Energy to forecast potential supply gaps and ensure the national grid remains reliable as cooling loads increase.

The agency urged consumers to proactively manage their electricity usage as the summer heat typically drives a significant spike in consumption.

Regulators noted that even marginal reductions in energy use can provide substantial relief to the national energy situation. For low-income households, the ERC highlighted the Uniform National Lifeline Subsidy and Rate Program, which provides discounts to qualified low-consumption users to help buffer the impact of rising rates.
