Steady in the storm: Learning from past crises

As tensions escalate in the Middle East and global oil markets once again teeter on uncertainty, Filipinos find themselves confronting a familiar anxiety: the prospect of rising fuel prices, supply disruptions, and the cascading effects on daily life. Transportation fares inch upward, food costs follow, and already stretched household budgets are being tested to the limits.
Yet this is not uncharted territory. The Philippines has, time and again, weathered global crises that threatened economic stability and social well-being. From the oil shocks of the 1970s to the Asian Financial Crisis of 1997, the global financial meltdown of 2008, and most recently the Covid-19 pandemic, the Filipino people have drawn upon deep reserves of resilience, adaptability, and communal solidarity.
These historical experiences offer both perspective and practical lessons for navigating today’s uncertainties.
During the oil crises of the 1970s, when fuel prices quadrupled and supply tightened worldwide, the Philippines responded with conservation measures and a shift toward energy diversification. Households adjusted quickly. Carpooling became common, unnecessary travel was curtailed, and energy-saving habits were ingrained in daily routines.
The Asian Financial Crisis in 1997 delivered a different shock: currency depreciation, job losses, and business closures. Yet Filipino families adapted by tightening spending, seeking alternative sources of income, and leaning on extended family networks. Overseas Filipino Workers (OFWs) became even more vital, as their remittances served as lifelines that helped stabilize the economy.
In 2008, as global financial systems faltered, the Philippines proved relatively resilient, buoyed by a strong banking sector and continued remittance inflows. Government interventions focused on infrastructure spending and social protection, cushioning the impact on the most vulnerable.
Then came the unprecedented Covid-19 pandemic, a crisis unlike any other. Lockdowns halted economic activity, disrupted supply chains, and tested the limits of both government and society. Yet once more, Filipinos adapted: digital platforms replaced physical transactions, community pantries emerged as symbols of bayanihan, and families recalibrated priorities toward essentials.
What do these experiences teach us today, as we brace for possible fuel shortages and price surges?
First, conservation and efficiency must become immediate priorities. Households can revisit practices that reduce fuel dependence—planning trips more efficiently, embracing remote work where possible, and adopting energy-saving habits at home. Small adjustments, multiplied across millions of households, can significantly ease national demand.
Second, diversification—both at the national and household level—is key. Government must continue to accelerate investments in renewable energy and alternative fuel sources to reduce reliance on imported oil. At the same time, families can explore supplementary income streams, whether through digital work, small enterprises, or community-based initiatives.
Third, the strength of social networks cannot be overstated. Filipino culture has long emphasized mutual support: extended families, neighbors, and community groups stepping in when times are hard. This social capital remains one of the country’s most reliable buffers against crisis.
While resilience is a defining Filipino trait, it must not be an excuse for complacency. Government has a crucial role in ensuring that the burden of crisis does not fall disproportionately on the most vulnerable.
Targeted subsidies for public transportation can help prevent fare spikes that hurt daily wage earners. Conditional cash transfer programs should be expanded or adjusted to reflect rising costs of living. Strategic fuel reserves must be managed prudently to cushion supply disruptions.
Equally important is support for key sectors such as agriculture and logistics. Fuel price increases directly affect food production and distribution; mitigating these impacts is essential to prevent broader inflationary pressures. Temporary tax relief measures on fuel, calibrated carefully to avoid fiscal strain, may also be considered.
Private sector participation is vital. Businesses can adopt flexible work arrangements, invest in energy efficiency, and avoid passing on excessive costs to consumers. Civil society, for its part, can mobilize assistance programs and advocate for responsive policies.
Perhaps the most enduring lesson from past crises is that resilience is not merely about survival. It is about adaptation and, ultimately, renewal.
Filipinos have an innate capacity to find light in adversity. Humor persists even in hardship; creativity flourishes when resources are scarce. The spirit of bayanihan—quiet acts of generosity and cooperation—continues to bind communities together.
This cultural strength, combined with sound policy and collective action, provides a powerful foundation for navigating present challenges.
The current geopolitical tensions may be beyond our control, but our response to their consequences is not. By drawing on the lessons of the past, strengthening safety nets, and nurturing the values that have sustained us through decades of upheaval, the Philippines can once again steady itself in the storm.
In doing so, we affirm a simple but profound truth. While crises may test us, they also reveal the enduring strength of a people determined not only to endure, but to prevail.
