SSS taps EastWest Rural Bank to expand card reach in provinces

The Social Security System (SSS) is expanding its reach into the Philippines’ unbanked regions through a new partnership with EastWest Rural Bank, the first time a rural financial institution will issue the agency’s multi-purpose identification and payment cards.
The state-run pension fund signed a memorandum of agreement with EastWest Rural Bank (EWRB), to roll out the MySSS Card to members in underserved communities. The initiative aims to bridge the gap for millions of Filipinos who lack access to traditional banking hubs, providing them with a tool that functions as both a government-issued ID and a fully functional debit card.
SSS President and Chief Executive Officer Robert Joseph M. de Claro said the partnership is a critical step in the agency’s digital transformation. By authorizing a rural bank to issue the cards, the SSS intends to simplify the disbursement account enrollment process, ensuring that benefits and loans reach members without the need for physical checks or long-distance travel to urban branches. The cards allow the SSS to provide digital payment facilities for its registrants, members, pensioners, and beneficiaries, de Claro said.
To maintain security, the SSS will utilize the National ID database to verify the identity of applicants. Once confirmed as registered members, individuals can receive the card through EWRB, which then serves as the primary gateway for benefit disbursements. Beyond receiving government funds, the account allows members to manage daily financial transactions, such as withdrawals and point-of-sale purchases.
EWRB President Shiela Marasigan-Bajado said the bank will make the application process available across its 112 branches and branch-lite units this year. The bank’s footprint is heavily concentrated in provincial areas, particularly within Mindanao and the Visayas, where banking density remains low. The card may also be offered through digital channels and at cross-selling desks within the branches of its parent company, EastWest Banking Corp.
In an effort to encourage long-term financial stability for low-income members, EWRB will waive maintaining balance requirements for all MySSS cardholders. Accounts will also be eligible to earn interest once the balance reaches ₱500, a move designed to incentivize savings among rural workers and pensioners.
The collaboration builds on a relationship that began in 2017 when EWRB was recognized during the SSS Balikat ng Bayan Awards. De Claro noted that the bank’s history as a top-performing partner in the rural category gives the SSS confidence that the expansion will improve service delivery to members regardless of their geographic location.
