CEBU CITY – A man allegedly in cahoots with some personnel of the Land Transportation Office (LTO) in engaging in illegal “no-show” vehicle registration services was arrested in Talisay City, Cebu.
Orlando Repuela was arrested in an entrapment operation conducted by agents of the National Bureau of Investigation-Central Visayas (NBI-7) on Tuesday, March 17.
The NBI-7 said Repuela was arrested after they received reports of rampant corruption and extortion in LTO offices in Cebu province.
The NBI-7 said that a certain Allan connived with some LTO personnel in Talisay in a no-show scheme where motor vehicle registration is done without the required emission or physical road worthiness inspection.
Allan was also accused of engaging in driver’s license processing without undergoing the mandatory practical driving and written examination.
A poseur-client for a motor vehicle registration renewal transacted with Allan, who demanded P15,000 to facilitate the process.
Allan, who turned out to be Repuela, was eventually arrested after accepting the agreed initial payment of P14,100 from the poseur-applicant.
After the arrest, NBI-7 agents went to the LTO Talisay Satellite Office for verification.
The NBI-7 discovered that the private motor vehicle inspection used to process the no-show scheme is located in Luzon.
Complaints for violating the Cybercrime Prevention Act (Republic Act 10175), particularly computer-related forgery, and the Ease of Doing Business and Efficient Government Service Delivery Act (Republic Act 11032) were filed against the suspect.
The NBI-7 said further investigation will be conducted to identify other individuals, including government personnel, who may be involved in the illegal activity.
Repuela was arrested a week after Wendel Dinglasan was named as chief of LTO-7.
