Sen. Raffy Tulfo, who chairs the Committee on Migrant Workers, thanked his colleagues for their overwhelming support for Senate Bill No. 1910 or “Free Financial Literacy Education for Overseas Filipino Workers and their Families” Act which the Senate approved on Monday, March 16.
Sen. Raffy Tulfo, sponsor and author of Senate Bill No. 1910, otherwise known as the Free OFW Financial Education Act, said the measure aims to ensure that OFWs can manage, grow, and safeguard their hard-earned money.
Tulfo said the bill, which provides Free Financial Literacy Education for Overseas Filipino Workers (OFWs) and their families, marks another significant step forward in safeguarding the well-being of Filipino migrant workers.
“The approval of this bill on third reading demonstrates our unwavering commitment to supporting OFWs—not only concerning their physical health and safety, but also in protecting their hard-earned money. We all recognize that these earnings are the result of their hard work and determination abroad,” Tulfo said.
“Although this legislative measure may appear simple and brief, it represents a substantial advancement toward helping OFWs secure their futures. By promoting financial literacy, we enable our migrant workers to make wise monetary decisions, avoid predatory financial scams, invest wisely, and build financial security for themselves and their families,” he added.
The measure aims to ensure that OFWs can manage, grow, and safeguard their hard-earned money.
“Our OFWs are our modern-day heroes. They work tirelessly abroad to provide for their families, often facing risks and uncertainties. This measure ensures that their hard-earned money is not just sent home—it is protected, wisely used, and invested for a better future,” Tulfo said.
Under the bill, all OFWs are required to undergo comprehensive financial literacy seminars integrated into Pre-Departure Orientation Seminars (PDOS), Post-Arrival Training Seminars (PATS), Pre-Migration Orientation Seminars (PMOS), and family learning sessions.
The training on money management, investing, consumer protection, and entrepreneurship will be free of charge.
“Financial literacy is more than managing money. It is about dignity, security, and giving our OFWs the tools to thrive both abroad and at home,” Tulfo said.
The measure also aims to provide online access to financial advisors and certified counselors, so OFWs and their families can receive guidance anywhere.
