Mayor Isko gives driver 48 hours to surrender, offers P500K and witness protection
Manila Mayor Francisco “Isko Moreno” Domagoso gave the motorcycle driver involved in the fatal shooting of one of his security escorts in Tondo 48 hours to surrender, offering P500,000 and possible protection under the Witness Protection Program (WPP) if he cooperates with authorities.
During his live broadcast on Monday, March 16, Domagoso also appealed to the driver’s family to convince him to come forward and help identify the gunman.
“Maaari ka naming matulungang i-avail ito para sa agarang solusyon ng nangyaring krimen. Inaalok kita ng P500,000 para sumuko at tutulungan ka namin, kung puwede, ma-avail mo ang WPP para maaresto ang mga suspect lalo na ’yung bumaril (We can help you avail of this so we can immediately resolve this crime. I am offering you P500,000 to surrender, and we will help you, if possible, to avail of the Witness Protection Program so the suspects—especially the one who fired the gun, can be arrested),” Domagoso said.
The mayor said the offer will remain available for 48 hours, stressing that authorities are confident the suspects will eventually be arrested even if they refuse to surrender.
He also pointed out that the amount allegedly received by the driver for his role in the crime was far smaller than the P500,000 he is offering, urging him to cooperate with investigators instead.
Under Republic Act 6981, or the Witness Protection, Security and Benefit Act, witnesses in criminal cases may be placed under the Witness Protection Program (WPP) to ensure their safety while testifying.
The victim, George Capistrano, 56, a retired police officer serving as part of the mayor’s security detail, was shot shortly after midnight at the corner of Salonga and Buendia streets in Tondo, Manila.
He was rushed to Tondo Medical Center but was declared dead on arrival by attending physicians.
Police said the suspects, who were riding a motorcycle, fled immediately after the shooting.
Investigators from the Manila Police District (MPD) are conducting follow-up operations and reviewing CCTV footage from nearby establishments to identify the gunman and determine the motive behind the attack.
Domagoso described Capistrano as a close friend and a dedicated public servant.
“Kaibigang-kaibigan ko po ’yan. Mabuting pulis, mabuting tao (He was a very close friend of mine. A good police officer and a good man),” he said.
The mayor added that once the 48-hour window lapses, authorities will continue their operations and ensure that both suspects are arrested and held accountable for the killing.
