Biazon commends MWSS-RO for decision penalizing concessionaire for water service interruptions
Muntinlupa Mayor Ruffy Biazon commended the Metropolitan Waterworks and Sewerage System Regulatory Office (MWSS-RO) for imposing a penalty on Maynilad Water Services due to the daily water service interruptions in southern Metro Manila.
“We commend the MWSS-RO for its exercise of powers in holding Maynilad accountable for its failure to deliver its service obligations to its customers, especially Muntinlupeños,” Biazon told Manila Bulletin.
MWSS-RO Chief Regulator Patrick Lester Ty had earlier announced that his agency has imposed a fine of P42,569,790.85 against Maynilad.
The MWSS-RO said it investigated the prolonged water service interruptions that happened in the southern portion of the West Concession Area in February 2026.
The office “found that Maynilad failed to meet its service obligation of providing an uninterrupted twenty-four (24)-hour supply of water at a minimum pressure of seven (7) pounds per square inch (psi) to 98,331 customers within the Putatan Water Treatment Plant and Poblacion Water Treatment Plant Supply Zones” located in Muntinlupa.
“In light of these findings, the MWSS RO, through RO Resolution No. 2026-04-CA, resolved to impose a financial penalty on Maynilad in the amount of Forty-Two Million Five Hundred Sixty-Nine Thousand Seven Hundred Ninety Pesos and 85/100 (Php42,569,790.85). The penalty will be implemented in the form of bill rebates equivalent to Four Hundred Thirty-Two Pesos and 92/100 (Php432.92) per affected water service connection, to be reflected in customers’ water bills by April 2026,” MWSS-RO explained.
It added, “In addition, the MWSS RO has directed Maynilad to fast-track the implementation of its proposed solutions to address service interruptions affecting its customers in the south of Metro Manila, and to ensure the continuity and reliability of water supply within its Service Area.”
Biazon said, “While we try to understand the challenges faced by Maynilad and have even cooperated with them, we still expect them to fulfill the obligations under the franchise granted to them by the government.”
“Service to Muntinlupeños come first in our agenda and we will continue to safeguard their welfare. We call on Maynilad to take more effective measures to maintain and improve their service and to ensure that if ever there are unavoidable service interruptions, their customers are informed well in advance a d assisted appropriately and sufficiently,” he said.
