QCPD urges compliance with helmet ordinance in establishments

The Quezon City Police District (QCPD) has renewed its call for strict compliance with a city ordinance requiring motorcycle riders and passengers to remove helmets and other face coverings before entering establishments in the city.
Police officials said the Quezon City Ordinance No. SP-2765, S-2018, aims to strengthen security in commercial areas by ensuring that individuals entering establishments can be properly identified.
Under the ordinance, motorcycle riders and their passengers must take off helmets, headgear, or any face or head coverings when entering places such as malls, convenience stores, and other public establishments. Authorities said the rule is intended to deter criminal activities, including robbery and other offenses where suspects attempt to conceal their identities.
The directive is being enforced by the QCPD and emphasized that the policy is part of the police district’s ongoing anti-criminality campaign.
Violators of the ordinance will be issued an Ordinance Violation Receipt (OVR).
Penalties include a fine of P1,000 for the first offense, P3,000 for the second offense, and P5,000 for the third offense. Repeat offenders may also face the revocation of their driver’s license and possible imprisonment of up to one year, depending on the court’s discretion.
Police authorities are also urging business establishments to assist in the implementation of the ordinance by reminding customers to remove helmets or other coverings before entering their premises.
The QCPD said cooperation from both the public and establishment operators is essential in maintaining safety and preventing crime across Quezon City.
