Robinsons Land to build ₱2.3-billion market in General Santos

Robinsons Land Corp. (RLC) has entered into a ₱2.33 billion public-private partnership with the local government of General Santos City to transform the city’s central trading hub into a modern, solar-powered commercial complex.
In a statement on Wednesday, March 11, the property development arm of the Gokongwei family’s business empire said the project, branded as Palengke Heneral, involves the redevelopment of a 23,126-square-meter site in one of the city's primary commercial districts.
Public and private sector leaders formalize the Palengke Heneral public-private partnership agreement, signaling a joint commitment to infrastructure development in General Santos City. The project reflects the collaboration between the local government and Robinsons Land Corp. to modernize the city’s central trading district with solar-powered facilities and enhanced retail spaces.
Under the terms of the agreement signed Feb. 12 by General Santos City Mayor Lorelie G. Pacquiao and Robinsons Land President and Chief Executive Officer Mybelle V. Aragon-GoBio, the developer will construct a three-story facility with a total floor area exceeding 14,800 square meters.
The development is designed to modernize traditional retail infrastructure by introducing clearer zoning between wet and dry sections, advanced sanitation systems, and integrated security features including closed-circuit television monitoring.
The partnership structure grants Robinsons Land a 25-year lease period to operate the facility, after which the upgraded asset will be turned over to the city government. This “build-operate-transfer” style arrangement is part of a broader push by the developer to apply private-sector management efficiencies to public utilities.
A central component of the redevelopment is the integration of a three-level mall adjacent to the market, featuring an al-fresco dining area overlooking Sarangani Bay. This dual-purpose design aligns with Robinsons Land’s strategy of “premiumization,” a concept Aragon-GoBio describes as an effort to improve how physical spaces serve community needs rather than simply increasing price points.
The RLC chief noted that the project aims to set higher standards for vendor productivity and consumer comfort in a traditionally underserved segment of the retail market.
The initiative has received backing from local business groups, including the General Santos City Chamber of Commerce and Industry and the local market vendors' association, which anticipate that the organized layout will reduce operational friction for small enterprises.
Sustainability also features prominently in the project’s specifications. Palengke Heneral is slated to be equipped with solar panels to offset operational electricity costs and reduce the carbon footprint of the facility. This mirrors existing renewable energy investments by Robinsons Land in its Mindanao-based shopping malls.
As the company continues to expand its footprint in Mindanao across its mall, hotel, and residential portfolios, the General Santos project underscores a growing trend of Philippine developers seeking growth through infrastructure-related partnerships with local government units.
