Muntinlupa mayor signs EO creating special task force to monitor prices of fuel, basic goods
Muntinlupa Mayor Ruffy Biazon signed an executive order creating a special task force to inspect fuel stocks and monitor compliance with price ceiling policies for petroleum products and basic goods.
“Pinirmahan ko ang Executive Order No. 07, Series of 2026 na lumilikha ng isang Special Task Force na tututok sa pag-inspeksyon ng fuel stocks, pagmo-monitor ng compliance sa price ceiling policies, at pagpapatupad ng energy conservation measures sa Muntinlupa (I have signed Executive Order No. 07, Series of 2026 creating a Special Task Force to focus on inspecting fuel stocks, monitoring compliance with price ceiling policies, and implementing energy conservation measures in Muntinlupa),” Biazon announced on March 11.
He said the task force will monitor and coordinate with concerned agencies to ensure that there is enough supply of fuel in Muntinlupa and existing policies are followed.
The executive order was issued after Biazon endorsed the Local Finance Committee Resolution No. 7 of 2026 adopting energy conservation protocols in the city government.
“Sa gitna ng pagtaas ng fuel prices at ng mga developments sa Middle East, mahalagang maging maagap tayo sa pagprotekta sa kapakanan ng ating mga kababayan at sa pagpapanatili ng maayos at efficient operations ng ating city government (Amid the increase in fuel prices and developments in the Middle East, it is important that we be proactive in protecting the welfare of our countrymen and in maintaining the smooth and efficient operations of our city government),” he said.
Fuel prices have increased in the country due to the ongoing conflict in the Middle East which stemmed from the airstrikes launched by Israel and the US in Iran on Feb. 28.
The special task force is composed of Biazon as chairperson, City Administrator Allan Cachuel as vice chairperson, and different representatives from city government offices and business sector as members.
The special task force has the following functions:
- Conduct inspection and monitoring of gasoline stations, other fuel retail establishments, and other private business establishments within the city to ensure compliance with prevailing laws, rules, and regulations on fuel and product pricing, as well as adherence to applicable government policies;
- Coordinate with the Department of Energy (DOE), Department of Trade and Industry (DTI), and other relevant national government agencies regarding fuel supply, distribution, pricing concerns, and compliance with applicable price ceilings on petroleum products and other basic goods and prime commodities, in accordance with existing laws, rules, and regulations;
- Monitor the availability and sufficiency of fuel supply within the city;
- Ensure compliance with energy conservation measures in accordance with the Energy Efficiency and Conservation Act, Government Energy Management Program, and the Muntinlupa City Energy Code;
- Promote responsible fuel consumption and energy efficiency practices among government offices, businesses, and transport operators;
- Submit periodic reports and recommendations to the Office of the City Mayor and coordinate with national government agencies when necessary.
