San Juan LGU implements 4-day workweek to save energy amid Middle East tensions

The local government of San Juan on Monday, March 9, implemented a four-day workweek for its personnel as part of the directive for all government agencies to strictly implement energy conservation protocols amid the ongoing tensions in the Middle East, which are causing rising global oil prices.
San Juan City Mayor Francis Zamora signed Administrative Order No. FMZ-075, Series of 2026, on Monday, implementing energy conservation measures, including a four-day workweek and guidelines for job order personnel, effective immediately. The order was issued pursuant to Memorandum Circular No. 114, issued by the Office of the President and signed by Executive Secretary Ralph Recto, which directs all government agencies and instrumentalities to strictly implement energy conservation protocols.
Under the order, Zamora said onsite work will be from Monday to Thursday, while a work-from-home arrangement will be implemented every Friday for applicable offices and personnel of the city government. He added that the current regular working hours of the city government will remain in effect.
To ensure that essential public services remain continuous and uninterrupted, the following offices will continue regular onsite operations every Friday and will not be covered by the work-from-home arrangement:
• San Juan Medical Center
• City Health Department and Barangay Health Centers
• City Disaster Risk Reduction and Management Office (CDRRMO)
• Traffic and Parking Management Office (TPMO)
• Public Order and Safety Office (POSO)
• City Engineering Office (for field operations and emergency works)
• City Environment and Natural Resources Office – Solid Waste Management Operations
• Public Market Administration
• City Civil Registry Office
• Business Permits and Licensing Office (BPLO)
• City Treasurer’s Office
• City Assessor’s Office
• Office of the Senior Citizen Affairs
• Persons with Disability Affairs Office
• Public Assistance Center (PAC)
• Other offices or personnel providing essential frontline services, as may be designated by the city mayor or city administrator.
“Ang mga frontline offices ay magpapatuloy sa kanilang kasalukuyang iskedyul ng operasyon upang matiyak ang tuloy-tuloy na serbisyo sa publiko (Frontline offices will continue to operate under their current schedules to ensure uninterrupted public service),” the mayor said.
In addition, concerned offices may implement a skeletal workforce system to ensure that services remain efficient and available to the public.
The local government has also ensured that sufficient personnel will remain on duty to respond to the needs of its residents and maintain uninterrupted delivery of public services.
