Batangas 2nd district Rep. Gerville "Jinky Bitrics" Luistro chided SAGIP Party-list Rep. Paolo Marcoleta during the continuation Tuesday, March 3 of the House Committee on Justice hearings on Vice President Sara Duterte's impeachment case.

In her opening speech, Luistro, chairperson of the committee, sought to set a more serious tone for the day's proceedings.

"Now, I must acknowledge that yesterday (Monday) was an interesting day. We witnessed a fascinating display of foresight—a moment when a colleague sought to act on a premonition, to address some matter before it even happened," she said, alluding to Marcoleta.

"But today, we leave the world of premonitions behind. We are not fortune-tellers," Luistro noted.

During Monday's proceedings, Marcoleta inexplicably sought to have Francis "Kiko" Aquino Dee of Tindig Pilipinas reprimanded by the panel on the matter of decorum. "I suggest that he observe proper decorum," the solon said of Dee.

This, even as Dee--as part of the audience--didn't commit any violation with his behavior. Luistro was quick to point this out to Marcoleta.

"Not yet," the latter said, "But as a forwarn[ing], as a premoni[tion], or a warning".

"He--during the archiving of the impeachment at the Senate, Mr. Dee...during the archiving of the impeachment, he booed, and made a gesture of thumbs down at the VIP gallery of the Senate," the SAGIP solon said.

This interesting exchange ended with the dismissal of Marcoleta's appeal to reprimand Dee, as well as his entire remarks getting stricken out of the record.

"Our duty is to scrutinize the documents now before us. Our focus is to determine whether the third and fourth impeachment complaints are sufficient in substance," Luistro said on Tuesday.

"Now, more than ever, we must recognize the gravity of our duty. We are tasked not just with reviewing paperwork, but with making sure that the Constitution is followed. If the allegations are worthy of consideration, it is our responsibility to proceed to the next step in holding the highest officials of the land accountable for their actions," she added.

Attending Tuesday's proceedings, Marcoleta defended his actions in the previous hearing by claiming that he spoke not only from a premonition, but also from "experience".

Luistro underscored the scale of the task before the committee as far as the determination of sufficiency in substance of the two remaining impeachment complaints against Duterte was concerned.

Luistro says the third complaint is 98 pages, but balloons to more than 900 pages if attachments are included.

The fourth complaint, on the other hand, spans 72 pages, with nearly 800 pages of supporting documents.

“Hindi ito biro. Ito ay seryosong mga paratang na nangangailangan ng seryosong pagsusuri. Ang bawat pahina ay may katanungan. At ang bawat katanungan ay nangangailangan ng sapat na kasagutan,” the panel chairman said.

(This is no joke. These are serious allegations that demand serious scrutiny. Every page raises a question. And every question requires a sufficient answer.)
