DepEd clears 5,335 teacher promotion backlogs, accelerates Expanded Career Progression System for 2026

The Department of Education (DepEd) has secured approval for more than 5,000 teacher promotion backlogs, advancing the implementation of its Expanded Career Progression (ECP) System and reinforcing the administration’s commitment to strengthening public school teachers’ welfare and professional growth.
In a statement issued Tuesday, March 3, DepEd announced the approval of 5,335 teacher reclassification applications processed under previous guidelines, marking a major step in resolving long-standing promotion delays and accelerating the nationwide rollout of the ECP System.
The approved applications were processed during the transition phase of ECP implementation and were originally filed under earlier mechanisms, including the Equivalents Record Form (ERF), MEC Order No. 10, s. 1979, and DepEd Order No. 97, s. 2011.
By clearing these pending applications, DepEd said it is supporting its shift toward a streamlined, merit-based teacher career progression framework for public school teachers.
The milestone was achieved through close coordination between DepEd, led by Secretary Sonny Angara, and the Department of Budget and Management (DBM) under Acting Secretary Rolando U. Toledo.
The initiative aligns with the directive of President Ferdinand R. Marcos Jr. to prioritize teachers’ welfare and professional development.
“This is more than achieving numbers,” Angara said. “This is about our sustained efforts to ensure that our educators receive the recognition they truly deserve,” he added.
Angara noted that, following the President’s directive, DepEd is “accelerating the ECP system to make sure no public school teacher ever retires at the entry-level rank of Teacher I.”
School leadership reforms underway
In parallel with teacher promotions, DepEd said it is also advancing reforms in school leadership positions.
The department is awaiting DBM’s final review and approval of 914 on-stream candidates — including Head Teachers (HTs), Assistant School Principals (ASPs), and Teachers-in-Charge (TICs) — for reclassification to School Principal positions.
This move, DepEd noted, is expected to strengthen school governance and expand leadership pathways within the public education system.
P6.1 billion budget to fund 100,000 promotions
With a record P6.1 billion allocation for fiscal year 2026, DepEd said it is intensifying the nationwide implementation of the DepEd ECP System.
The agency aims to promote more than 100,000 public school teachers this year — one of the largest teacher promotion programs in the Philippines in recent years.
The Expanded Career Progression System is designed to boost teacher morale, provide clearer advancement tracks, and ultimately improve learning outcomes for millions of Filipino learners.
