Construction safety plans shift online for worker protection – DOLE

Contractors and project owners must now submit Construction Safety and Health Programs (CSHP) online to speed up compliance and strengthen worker protection, the Department of Labor and Employment (DOLE) said Tuesday, Mar. 3.
DOLE Secretary Bienvenido E. Laguesma said the move simplifies compliance and reinforces the agency’s commitment to safeguarding construction workers nationwide.
Under Labor Advisory No. 03, Series of 2026, contractors, subcontractors, or owners managing residential or small commercial projects are required to prepare and submit their CSHP through the DOLE Online Compliance Portal at https://reports.dole.gov.ph�.
They must promptly correct any deficiencies identified in their submissions.
Applicants will receive email confirmations acknowledging receipt of their duly accomplished CSHP.
They are also required to print a copy, conduct the mandatory orientation as outlined in Department Order No. 252, Series of 2025, and post it prominently in an accessible area for all workers.
DOLE emphasized that submission, evaluation, processing, and approval of the CSHP are free of charge.
The agency strongly discouraged the involvement of third parties to prevent unnecessary costs and ensure authenticity.
“This digital shift is part of our broader effort to enhance service delivery and uphold the highest standards of worker safety,” Laguesma said, urging all project administrators to comply promptly and help build safer workplaces.
The new advisory supersedes Labor Advisory No. 06, Series of 2023, reaffirming DOLE’s ongoing commitment to protecting workers’ rights while maximizing digital platforms to improve regulatory processes.
