Tondo riot teens placed under custody, parents face charges for negligence

Nine youths, including an 18-year-old suspect, were arrested following a viral street riot at the corner of Herbosa and Magsaysay Streets in Tondo, Manila, before dawn on Monday, March 2. Their parents will face charges for alleged negligence.

In a video that quickly circulated online, a group of young men could be seen running through the streets around 4:30 a.m., some carrying sticks and improvised weapons.

Hours later, the same individuals stood before Manila Mayor Francisco "Isko Moreno" Domagoso at Manila City Hall.

The Manila Police District–Raxabago Police Station identified the 18-year-old suspect as Chris Adriano, alias “Jumong,” who was allegedly found in possession of a bladed weapon during his arrest.

He is now facing charges of alarm and scandal and illegal possession of a deadly weapon.

Domagoso said Adriano had previously been involved in an incident last month concerning the theft of copper from a truck.

The eight other individuals, aged 13 to 16, were turned over to the Manila Department of Social Welfare for proper intervention and assessment.

City authorities are also preparing to file charges against the parents of the minors for alleged negligence.

“There is a government in Manila,” Domagoso said, stressing that parents may be held accountable under the law if found negligent in supervising their children.

The arrested youths were presented to the mayor by MPD–Raxabago Police Station personnel led by Lt. Col. Ronald de Leon.

Police said the investigation into the incident is ongoing.
