Citing the importance of having swift proceedings, civil society group Tindig Pilipinas announced on Sunday night that it was withdrawing its impeachment complaint against Vice President Sara Duterte, since it was very similar to another filed complaint.
“As the petitioners of the second impeachment complaint against Vice President Sara Duterte, we have decided to withdraw our case, and lend our full support behind the third impeachment complaint containing the same grave allegations and substantial evidence as ours,” the group said in a statement.
“Consolidating our support behind the third complaint will strengthen our position and help move the case forward to the Senate impeachment court,” it added.
With this development, three verified and endorsed impeachment raps remain against Duterte.
The withdrawal isn't necessarily a boon to Duterte; instead, it paves the way for a more streamlined and swift proceedings once the House Committee on Justice begins tackling the complaints on Monday morning, March 2.
Tindig Pilipinas said uniting behind a single case would help avoid duplication and ensure that the impeachment process proceeds without delay.
“We believe that the impeachment process must proceed at the earliest possible time, free from procedural limbo and unnecessary legal delays that would otherwise obstruct the process,” the group's statement further read.
“We will formally withdraw our complaint tomorrow. Tuloy ang laban,” it added, referring to day one of the committee hearings.
Endorser on board
Akbayan Party-list Rep. Perci Cendaña, one of the two solon-endorsers of the second complaint, fully supports the decision of Tindig Pilipinas to withdraw.
"We've discussed with the complainants regarding their decision to withdraw their complaint and throw their support for the third impeachment complaint," he said.
"We share their belief in ensuring the strongest possible case through the speediest route is needed to guarantee the impeachment trial of Vice President Sara Duterte. She needs to finally answer these serious allegations of abuse of power and corruption," Cendaña underscored.
The second complaint against Vice President Sara Duterte, filed by Tindig Pilipinas co-convener Kiko Aquino Dee and endorsed by Cendaña and Mamamayang Liberal (ML) Party-list Rep. Leila de Lima last Feb. 2, contains five articles of impeachment.
It alleges constitutional violations, graft and corruption, bribery and unexplained wealth, gross incompetence and abuse of power, and tolerating extrajudicial killings while allegedly aiding destabilization efforts against the government.
The third complaint, filed by priests, nuns, and lawyers and endorsed by De Lima last Feb. 9, raises similar allegations over the alleged misuse of about P612 million in confidential funds and claims of corruption within the Department of Education during Duterte’s tenure as secretary.
It also revives allegations that Duterte threatened to assassinate President Marcos, First Lady Liza Araneta Marcos and former House Speaker Martin Romualdez.
The first impeachment complaint, endorsed by the Makabayan bloc and signed by civil society leaders including former lawmakers France Castro and Neri Colmenares, accuses Duterte of betrayal of public trust over her use of P612.5 million in confidential funds, submission of allegedly fabricated reports to the Commission on Audit (COA) and refusal to recognize congressional oversight inquiries. It was filed on Feb. 2.
A fourth complaint, filed by lawyer Nathaniel Cabrera and endorsed by Deputy Speaker La Union 1st district Rep. Paolo Ortega V and Manila 6th Rep. Bienvenido “Benny” Abante Jr. last Feb. 18, centers on alleged omissions in Duterte’s statements of assets, liabilities and net worth (SALN) and claims of unexplained wealth disproportionate to lawful income.
