House to begin VP Duterte impeachment hearings

The House Committee on Justice chaired Batangas 2nd district Rep. Gerville "Jinky Bitrics" Luistro will begin to scrutinize the four impeachment complaints filed against Vice President Sara Duterte on Monday morning, March 2.
Over the weekend, the justice panel formally sent out notices to members of the House of Representatives for the initial consideration of the four verified impeachment complaints.
The notice of meeting covered three dates--March 2, 3, and 4--for the purpose of tackling the impeachment raps. The hearings, which will represent this year's impeachment proceedings against Duterte, will begin at 10 a.m. at the People’s Center in the House of Representatives.
Only one impeachment case can be initiated against a particular impeachable officer per year.
The various complainants and solon-endorsers of the complaints were also invited to attend by the justice committee.
The first complaint, filed on Feb. 2, was lodged by members of the Makabayan Coalition and endorsed by ACT Teachers Party-list Rep. Antonio Tinio, Gabriela Party-list Rep. Sarah Elago, and Kabataan Party-list Rep. Renee Co.
On the same day, Mamamayang Liberal (ML) Party-list Rep. Leila de Lima and Akbayan Party-list Rep. Perci Cendaña endorsed the second impeachment complaint filed by representatives of progressive organizations and civil society groups.
Then, on Feb. 9, De Lima endorsed the third complaint filed by a group composed of members of the clergy, civil society leaders, and legal practitioners.
The fourth and final verified complaint was filed by lawyer Nathaniel Cabrera last Feb. 18. It was endorsed by Deputy Speaker La Union 1st district Rep. Paolo Ortega V and Manila 6th district Rep. Bienvenido "Benny" Abante Jr.
The Luistro panel is expected to follow the same rules and pace of proceedings that it applied to the impeachment case of President Marcos last month. This means that the complaints would be tested for sufficiency in form and in substance, and then the evidence itself would be tackled.
The two impeachment complaints filed against Marcos didn't even reach the evidence deliberation stage, since they were dismissed due to lack of substance.
Just like the 2025 impeachment case against Duterte, the four raps this year cited as an impeachable offense the Vice President’s alleged misuse of P612.5 million worth of confidential funds.
The Cabrera complaint also flagged the Vice President's alleged failure to fully disclose certain assets in her Statements of Assets, Liabilities and Net Worth (SALNs). She may have accumulated unexplained wealth disproportionate to her lawful income, it said.
Under the Constitution, an impeachable officer may be removed from office for culpable violation of the Constitution, treason, bribery, graft and corruption, other high crimes, or betrayal of public trust.

Luistro earlier said that it's up to Vice President Duterte whether or not she would attend the hearings.
A member of the committee, Bicol Saro Party-list Rep. Terry Ridon, said the House is committed to observe fairness and transparency in processing the impeachment complaints against the Vice President.
“Ang commitment po ng Committee on Justice at ipapatupad po ‘yung mga relevant rules sa impeachment na ipinatupad po natin in previous impeachment proceedings katulad ng impeachment proceeding ni Pangulong Bongbong Marcos Jr.,” he said.
(The commitment of the Committee on Justice is to enforce the relevant rules on impeachment, consistent with those applied in previous proceedings, such as the impeachment of President Bongbong Marcos Jr.)
"At commitment din po ng komite na magiging fair ‘yung pong pagpapatupad ng amin pong mandate sa bagay po na ito (The committee also commits to ensuring fairness in carrying out its mandate in this matter),” he added.
