No Telegram ban as agreement is met to work towards a safer digital space
In a Facebook post, the Department of Information and Communications Technology (DICT) announced that it is no longer considering banning the messaging platform Telegram in the Philippines. The decision comes after an agreement was made between Telegram, DICT, and the Cybercrime Investigation and Coordinating Center (CICC) last Friday, Feb. 27, 2026.
Earlier in the week, the agency said that it was considering banning the encrypted messaging platform due to issues of cybercrimes, including online gambling and exploitation.
The same Facebook post shared that an agreement had been reached with Telegram and their representatives Ronak Singh and Abhimanyu Yadav, the DICT, and CICC to work towards maintaining a safer digital space for the platform’s users.
Part of the agreement was implementing the following:
24/7 Helpdesk response - To provide immediate action on illegal content.
Regular reporting - Monthly updates of takedowns and other metrics to the DICT and CICC.
Zero tolerance - to Online Sexual Abuse and Exploitation of Children (OSAEC), illegal gambling, and other abusive activities.
Telegram is a cloud-based, encrypted messaging platform that has become popular among users for sending messages, photos, videos, and files without deteriorating their quality.
In 2024, the co-founder and CEO of Telegram, Pavel Durov, was arrested over allegations of failing to monitor criminal activity on the platform. He has since been released on bail and is currently under investigation.
