Muntinlupa LGU to sign accord with UP for city's drainage master plan
The Muntinlupa City government will enter into an agreement with the University of the Philippines (UP) for the formulation of a drainage master plan to address the problem of flooding.

On Feb. 25, Mayor Ruffy Biazon signed Resolution No. 2026-271, approved by the City Council, which authorizes him to sign a memorandum of agreement with UP.
Biazon said the agreement will be with the UP Resilience Institute (UPRI). According to its website, the institute was “established as a proactive hub of benchmark innovative information vital to the nation’s efforts in climate change mitigation and adaptation."
Under UPRI is the UP NOAH Center, which is a research center for climate actions and disaster risk reduction and management.

In the Muntinlupa resolution, it is stated that “Muntinlupa City aims to develop its Drainage Master Plan (DMP), which will serve as the basis for the city's comprehensive flood management strategy.”
“The DMP will address the city's flooding and inundation problems, provide a long-term framework for flood mitigation, and serve as a guide for the City Government, the Department of Public Works and Highways (DPWH), the Metropolitan Manila Development Authority (MMDA), and subdivision/estate developers in planning and implementing their respective drainage improvement and flood control projects.”
It added that the UP NOAH Center focuses on “producing freely accessible, accurate, reliable, and relevant scientific disaster data, accompanied by essential multidisciplinary approach in assessing risk and using the lens of different scientific areas, to ensure that Filipinos are provided with an integrative appraisal of the natural hazards that put Filipino lives and properties in danger.”
“UP has certified it has the mandate and absorptive capacity and basic necessary tools and equipment required to undertake projects such as the formulation of Drainage Master Plan,” it added.
