ICC prosecutor's office rejects bribery claims; says funding, evidence strictly regulated

The International Criminal Court (ICC) Office of the Prosecutor (OTP) underscored that its investigations and prosecutions are independently conducted and funded through the Court’s approved budget, amid allegations in the Philippines that its personnel received corruption money.
The statement came after claims in the Philippines alleging that ICC personnel were recipients of bribery money in connection with the ongoing case of former president Rodrigo Duterte before the Court.
In a statement on Thursday, Feb. 26, the OTP stressed that it independently gathers information relevant to its investigations and determines from whom it will collect witness statements.
It said the Office assesses the credibility, reliability, and relevance of all information it receives, and examines both incriminating and exonerating evidence equally.
The prosecutor’s office also emphasized that disclosure of information in cases before the Court is “strictly regulated” under the ICC legal framework and remains under the control of independent ICC judges.
“As a matter of policy, the Office does not comment on operational matters with respect to ongoing investigations and prosecutions,” the OTP said.
It added that this policy is essential to protect the integrity of investigations, ensure the safety and security of victims and witnesses, and safeguard the confidentiality of its staff and sources.
“The sources of evidence, including names of staff and names of witnesses or institutions/organizations the Office interacts with during its investigation,s are subject to confidentiality,” it said.
The OTP further clarified that its activities are funded through the Court’s budget, approved by the ICC Assembly of States Parties, and are subject to established oversight mechanisms.
It stressed that costs related to prosecutions and investigative activities, including mission expenses, are fully covered by this budget and managed in accordance with ICC financial rules and regulations.
