On Wednesday, Feb. 25, the PSA rolled out a 100-percent online e-certificate service anchored on the national ID verify platform and reinforced by artificial intelligence (AI)-assisted validation, liveness checks, and tamper detection to curb fraud.
PSA Deputy National Statistician and Assistant Secretary Minerva Eloisa P. Esquivias said during the launch that the PSA e-certificate service offers a fully digital, end-to-end solution for issuing civil registry documents, including PSA birth, marriage, and death certificates, as well as CENOMAR and CENODEATH records.
“This service is 100-percent digital, from application to identity verification to issuance, while upholding the highest standards of security,” Esquivias said. She noted that e-certificates hold the same legal authority as their physical counterparts.
Esquivias, who heads the PSA’s civil registration and central support office, said leveraging secure infrastructure and enhancing it with advanced AI-assisted validation would allow the agency to release e-certificates to their rightful owners.
“With the introduction of the e-certificate service, you can now further strengthen your operations, enhance compliance, and streamline your practices through faster, more reliable access to authenticated civil registry documents,” Esquivias said.
PSA Undersecretary and National Statistician Claire Dennis S. Mapa noted that both local and offshore lenders stand to benefit from digital records that “reduce paperwork, lower storage costs, and minimize the risk of document loss or tampering.”
Similarly, the service acts as a “powerful tool” for pension administration by speeding up document processing. Mapa said pilot programs with the Armed Forces of the Philippines (AFP) Pension and Gratuity Management Center have already demonstrated these efficiencies.
Mapa added that companies, particularly their human resources (HR) units, can fast-track validation and verification procedures and better ensure compliance with legal requirements through the e-certificate system.
He said the digital certificates would allow faster onboarding, quicker document processing, and more efficient validation and identity verification.
According to Esquivias, the PSA e-certificate service reinforces public trust in identity systems and enables safer digital transactions across sectors.
