Marcos' resolution stems from lawyer Levi Baligod's accusation that President Marcos masterminded the delivery of P805-billion worth of alleged kickbacks to politicians from anomalous flood control projects.
Baligod made the claim on Tuesday, Feb. 24, in a press conference at Club Filipino in San Juan City, wherein he was accompanied by 18 former marines.
The lawyer and one-time senatorial candidate said the Marines--described as former colleagues of ex-master sergeant Orly Guteza--made the deliveries on the order of the Chief Executive.
Citing the ex-military personnel, Marcos said that in the resolution, they were also tasked to fetch and drop to the airport several ICC (International Criminal Court) personalities in 2024 and 2025. It is stated that from 2023 to 2025, they were ordered four times to deliver money to former Senator Sonny Trillanes to be used for expenses related to ICC investigations.
In a press conference, Marcos made the call to the members of the Philippine Marines that if there are accusations, lay them out clearly and if there is evidence, present it with full courage.
"Hindi maaaring trial by publicity ang mangyari. Hindi maaaring ang institusyon ng Senado at pati na rin ang Kongreso at ang dangal ng bawat halal ng bayan, Senado man o Kongresista ay mayurakan nang walang kalaban-laban (There must be no trial by publicity. The institution of the Senate—and likewise Congress—and the dignity of every elected public official, whether senator or congressman, must not be trampled upon without due process or the chance to defend themselves)," she said.
Marcos said that she's aware that they have stated their willingness to stand by their statements under oath—that is also what she expects and will closely monitor; that is the proper step to ensure that everything becomes official.
"Pinoprotektahan ko ang Senado hindi dahil sa mga personalidad, hindi dahil kaibigan ko sila, kundi dahil ito ang tinig at tanggulan ng ating bansa (I am protecting the Senate not because of personalities, not because they are my friends, but because it is the voice and bulwark of our country)," she said.
"Kaya kung ang mismong tanggulan ang inaakusahan, marapat din na dito magharap-harapan na (So if the very bulwark itself is being accused, it is only proper that it be confronted here, face-to-face)," she added.
