DAVAO CITY – The Davao City Council approved on Tuesday, Feb. 24, P3.6 million in financial assistance to local government units that declared a state of calamity due to the destruction caused by tropical cyclone ‘’Basyang’’ earlier this month.
A total of 320,524 families (1,160,732 individuals) in 1,464 barangays were affected by Basyang.
The province of Surigao del Sur received P1 million. Iligan City got P500,000. Municipalities in Surigao del Sur – Cortes, Madrid, Bayabas, Cagwait, Carmen, San Miguel, and Lanuza – received P300,000 each.
Councilor Danilo Dayanghirang, chairman of the Committee on Finance, Ways, Means, and Appropriations, said the money will be taken from the 30 percent Quick Response Fund of the city’s five percent Disaster Risk Reduction and Management Fund for calendar year 2026.
Dayanghirang said the city has P235,203,855 available under the DRRMF in the 2026 annual budget.
The assistance was recommended by Alfredo Baloran, head of the City Disaster Risk Reduction and Management Office.
According to the councilor, the move is in line with DRRMC Resolution No. 09-2022, adopting DCDRRMC Resolution No. 05-2020.
In a letter dated Feb. 20, 2026 addressed to Vice Mayor Rodrigo S. Duterte II, City Administrator Atty. Francis Mark Layog certified the “urgency and necessity” of passing the proposed ordinance under suspended rules during the City Council’s regular session on Feb. 24.
Layog signed the letter “by authority of City Mayor Sebastian Duterte,” citing Executive Order No. 12 dated July 1, 2025, authorizing the release of funds once approved by the City Council.
