Peace education in Philippine schools: CHED applauds EO 570 executive committee reboot

The Commission on Higher Education (CHED) has welcomed the reconstitution of the Executive Committee (ExeCom) of Executive Order (EO) No. 570, series of 2006, marking a renewed effort to institutionalize peace education across Philippine schools and universities.
EO 570 integrates peace education concepts, skills, and values into both basic education and teacher education programs, ensuring that learners develop a foundation in non-violence, social justice, and intercultural solidarity.
The recent reconvening of the ExeCom—the first since 2011—signals a revitalized push for peace education nationwide.
“CHED likewise reaffirms its steadfast commitment to advancing and institutionalizing peace education in the higher education sector,” the Commission said in a statement.
CHED leadership supports historic meeting
CHED Chairperson Dr. Shirley C. Agrupis emphasized the Commission’s commitment by ensuring representation at the meeting held earlier this month.
CHED Executive Director Atty. Cinderella Filipina Benitez-Jaro attended on behalf of the Commission, participating in discussions aimed at strengthening the implementation of peace education across higher education institutions.
A history of peace education initiatives
Even before EO 570’s issuance in 2006, the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) coordinated with CHED and other government agencies to advance peace education in Philippine schools.
In 2019, CHED issued CHED Memorandum Order (CMO) No. 1, series of 2019, mandating the integration of peace studies into higher education curricula. This was followed by CMO No. 42, series of 2021, which established guiding principles for peace education in universities and colleges.
Further reinforcing this effort, Agrupis signed a Memorandum of Understanding (MOU) in September 2025 with OPAPRU, the Technical Education and Skills Development Authority (TESDA), and the Department of Education (DepEd). The MOU formalizes inter-agency collaboration to promote and institutionalize peace education at all levels of the Philippine education system.
Advancing peace education aligned with SDGs
Aligned with the ACHIEVE Agenda, CHED’s ongoing commitment highlights its dedication to the Sustainable Development Goals (SDGs). Peace education under CHED’s framework emphasizes spirituality, human rights, non-violence, social justice, interfaith and intercultural solidarity, environmental awareness, and human security.
These principles support CHED’s vision of accessible, inclusive, and lifelong learning for all Filipinos.
CHED noted that the recent reconvening of the EO 570 ExeCom is not just a milestone but a renewed beginning to strengthen peace education across all learning levels.
“While the ExeCom has achieved significant milestones over the years, much work remains,” CHED said. “The recent reconvening marks a renewed beginning in revitalizing and strengthening peace education across all levels of learning,” it added.
Through these efforts, CHED said it continues to lead the country in integrating peace education into curricula, fostering a culture of understanding, cooperation, and social responsibility among Filipino learners.
