Mayor Isko submits P2.3-B Intramuros Forest Park plan to Marcos

Mayor Francisco "Isko Moreno" Domagoso formally submitted on Monday, Feb. 23, the conceptual design and estimated P2.3 billion project cost for the proposed Intramuros Forest Park to Ferdinand Marcos Jr., advancing plans to transform the existing Intramuros Golf Course into a public green space.
Domagoso personally handed over the proposal to Ralph Recto during a meeting at Malacañang Palace, formally endorsing the project as part of the administration’s legacy initiatives aimed at improving urban livability in Manila.

In his letter dated Feb. 23 and addressed to the President, the Manila mayor said the Intramuros Forest Park proposal builds on earlier discussions and communications, positioning the project as a long term investment in public welfare and environmental sustainability.
“In line with my previous communication with Your Excellency during our meeting on Oct. 17, 2025, and my subsequent letter dated Oct. 14, 2025 regarding my proposal to convert the Intramuros Golf Course into the Intramuros Forest Park as part of the President’s Legacy Projects designed to uplift the quality of life of the residents of the nation’s capital, I respectfully submit this follow through for your consideration,” Domagoso said in his letter.
He added that the submission includes a detailed conceptual design and cost study prepared with technical support from the Asian Development Bank and global engineering and design firm Arup.
The proposal outlines an estimated total cost of P2.3 billion, covering site development, park facilities, landscaping, and supporting infrastructure intended to convert the area into a large scale public park accessible to residents and visitors.

Among the key features is a Riverfront Promenade, envisioned as a landscaped public space with picnic areas and waterfront amenities designed to reconnect the public with the Pasig River and activate its riverbanks.
The Campus Garden zone will include expansive green spaces, an outdoor theater, food and beverage kiosks, and a children’s playground, creating a multi use civic area for recreation, cultural activities, and family gatherings.
The plan also includes a Gateway Park to serve as a landscaped entrance, as well as an Urban Park section featuring sports facilities, parking areas, a riverwalk, and viewing decks designed to combine leisure, wellness, and open space in the historic district.
If approved, the Intramuros Forest Park is expected to become one of the largest public green space developments in the capital, reflecting efforts to expand accessible urban parks while preserving the cultural and environmental value of the Intramuros area.
