Two operators of passenger jeepneys are now in deep trouble for alleged “kambal-plaka” modus after the Land Transportation Franchising and Regulatory Board (LTFRB) summoned them over the illegal activity.
“Kambal-plaka” is a fraudulent scheme involving two or more vehicles using the same license plate and LTFRB chairman Vigor D. Mendoza II said such modus is strictly prohibited and penalized based on the existing laws and rules and regulations.
Mendoza said such a modus has no place in the operation of public utility vehicles. “This fraudulent scheme was discussed not only in the vehicle registration but also in the application for franchise, and engaging in this illegal activity is a clear violation of the conditions set for the issuance of the Certificate of Public Convenience (CPC)”
He said the SCO was issued after reports confirmed the modus involving two passenger jeepneys in Tanauan-Calamba route.
The two operators were asked to explain in notarized writing why their CPCs should not be suspended or revoked for the offense, as part of the due process, or the right of the accused to be heard.
They were also ordered to attend a hearing on March 13 and failure to attend and to submit the written explanation will result in the imposition of penalties that include at least P5,000 fine and eventually the possible revocation of the CPC.
Mendoza then warned PUV operators and drivers to refrain from engaging in such an illegal activity to avoid legal and operational troubles.
